Business Service Center (7ADB), 819 Taylor St., Room 11A05, Ft. Worth,
TX 76102, (817) 334-3282, no later than 3:15 P.M. local time, on the
30th calendar day after date of this publication. Calendar days shall
be computed commencing with the day after the date of publication. All
submittals must clearly indicate the solicitation number on the face
of the envelope for identification purposes. Late submittals will be
handled in accordance with FAR 52.215-10. This is an indefinite
quantity contract for Space Planning Services for a period of one year
with four 1-year option periods. The contract will be for work in the
states of Texas, Oklahoma, Arkansas, New Mexico, and Louisiana, within
the area administered by the General Services Administration,
Commercial/Broker Division of the Greater Southwest Region. The purpose
of this contract is to provide space planning services on an ''as
needed'' basis to GSA and its client agencies. The firm selected will
be required to perform space programming, space planning, and interior
design; prepare plans and other documentation required to insure that
the space needs of the client agencies are met. The firm selected will
provide base drawings which accurately represent all fixed
architectural and structural elements, assignment drawings which
accurately reflect ''as built'' conditions and include statistical
information broken down by tenant organizational unit indicating square
footage and GSA space classification categories. The work may also
include programming, consisting of collecting, verifying, and analyzing
Government- provided organizational information, and conducting
interviews with specified agency representatives. The work may also
include space plans, layouts, block plans, stacking plans, schematic
plans, hard-line design intent drawings, quality takeoffs, phasing and
move sequence plans, building evaluation, move coordination, graphic
design, cost estimates, and in certain instances complete architectural
construction documents. There will be no limit to the amount paid on
individual delivery orders and no limit on project size; however, the
total cumulative delivery order amount shall not exceed $500,000 in any
one-year contract period, and the minimum ordering limitation is
$5,000. Projects will generally involve 4,000 to 100,000 square feet,
but could be of any size. Evaluation factors for the selection of the
firm are as follows: (1) Experience (45%) - firm must have the
professional qualifications, expertise and education level to provide
the required space planning services. The firm must demonstrate their
experience in programming, space planning, and design intent drawings
for a minimum of six separate projects that range in size from 10,000
to 200,000 square feet of commercial office-type space. Space planning
projects must have included analysis and planning to accommodate life
safety and accessibility codes and standards. (2) Resources (30%) -
the successful contractor shall have the capability to provide three
complete project teams to work concurrently at any given time. Each
team shall consist of three members: Senior Space Planner, Junior Space
Planner, and CAD Operator (and on occasion each team may be
supplemented with a registered Architect). The Project Manager will
oversee all three project teams. The contractor must be able to
accommodate projects that require additional manpower efforts when
required. (3) Facilities (15%) - firm must demonstrate the capability
to operate and utilize Autocad Release 12 for Windows, and have
sufficient equipment to allow simultaneous use by all project teams.
(4) Management (10%) - firm must demonstrate capability and past
performance on meeting schedules and mobilizing. Firms, when responding
to this announcement, should address their capability with regard to
each of the evaluation factors listed above, as the top rated firms
recommended for interview will be recommended solely on their written
response to this announcement. Firms wishing to be considered must
submit completed Standard Forms 254 and 255 and other pertinent
information. In accordance with Public Law 95-507, the selected firm
will be required to provide the maximum practicable opportunities for
small business concerns, owned and controlled by socially and
economically disadvantaged individuals to participate as subcontractors
in the performance of the contract. As part of its commitment to
socioeconomic initiatives of the Federal Government, The General
Services Administration has established for fiscal year 1995,
subcontracting goals of 32 percent for small business, 6 percent for
small disadvantaged business and 3 percent for women owned business. In
support of the agency efforts, firms seeking consideration for this
contract should provide maximum practicable subcontracting
opportunities for small, small disadvantaged and women-owned business.
The use of subcontractor/consultants shown on the submitted SF 254s
will be reflected in a Small Business and Small Disadvantaged Business
Subcontracting Plan, included in the contract. Firms must also provide
a brief written narrative of outreach efforts made to utilize small,
small disadvantaged and women-owned businesses. The narrative shall not
exceed one typewritten page. An acceptable subcontracting plan must be
agreed to before contract award. (Small businesses are not subject to
