is not a Request for Proposal (RFP), but a survey to locate potential
sources capable of performing the proposed analysis. Section 577 of the
National Flood Insurance Reform Act of 1994 mandates that a study be
conducted that considers the various effects that erosion has on the
National Flood Insurance Program, its policyholders, and communities
prone to erosion. As part of fulfilling this mandate, a pilot study
will be executed to devise and test a methodology for conducting the
economic impact analysis of mapping erosion hazards. Sussex County,
Delaware has been determined to be the most appropriate area of study
for the following reasons: FEMA recently completed a study to update
historical shoreline change maps for the state of Delaware which make
them the most accurate and up-to-date historical shoreline maps
available, prototype erosion flood insurance rate maps (E-FIRMs) for
the county already exist, the state of Delaware possesses a great deal
of GIS-formatted socio-economic data for Sussex County. The minimum
qualities which must be shown by any interested firm must include
documented evidence of experience and expertise in all of the following
areas: (1) experience in historical shoreline mapping and erosion rate
analysis studies; (2) experience in the production of E-FIRMs and
historical shoreline change maps; (3) past experience and current
working relationship with the state of Delaware; (4) experience with
techniques used for data collection in field settings; (5) experience
in using geodetic-quality global positioning systems; (6) capabilities
and experience with geographic information systems; (7) key personnel
of the research team must have a national reputation in this type of
research as evidence by publication in professional journals and
literature. Firms with these capabilities are invited to submit
complete information to the procuring office identified in this notice
in three (3) copies within fifteen (15) calendar days from the date of
this notice. Information furnished should include: (1) the number and
professional qualifications of scientists, engineers, technical and
other appropriate personnel; (2) company experiences related to the
proposed project; (3) a description of general and special facilities
and equipment; (4) current financial statement; and (5) other
literature which demonstrates the minimum capabilities listed above.
This synopsis is for information and planning purposes and the
Government will not pay or otherwise reimburse respondents for
information submitted. Based upon the responses received, the
Government reserves the right to set-aside any and all procurements
that may result hereunder for small or minority-owned businesses. If
the evaluation of responses received concludes that none of the
responding firms have the necessary capabilities, negotiations may be
conducted with the University of Maryland - Laboratory for Coastal
