PROPELLANT FLOW IN EXTRUSION TOOLING. POC SCOTT M ANDERSON, Contract

1141. The Naval Surface Warfare Center Indian Head Division is seeking
proposals for the study of double base propellant flow in extrusion
dies. Currently there is little information about the flow and
deformation behavior of double base propellant. Without this type of
data we are unable to design tooling that will give us propellant
grains that can be extruded to a size that does not require machining
to reach final dimensions. There will be no formal RFP or other
solicitation requests regarding this requirement. Proposals are sought
to address 1) the ability to characterize the flow of double base
propellant in the extrusion die 2) characterize swell behavior and 3)
the ability to predict extrusion behavior of sheetstock. Proposals may
contain multiple tasks. However, each task must have its own
deliverable, as each task will be considered separately for award.
Specific deliverable, delivery schedule and contracts will be
negotiated with successful offerors. Proposals submitted must contain
the following sections - (1) a cover page including title and both
technical and administrative points of contact, (2) a summary of the
total proposal briefly describing the tasks to be performed, the
deliverables, the costs, and the benefits of the project, (3) a
detailed description of each task which includes cost information, (4)
a list of information and government furnished equipment required, (5)
a schedule including a plan of action and milestones, and (6) a
description of the offerors facilities, key personnel resumes and
experience in the areas of interest. All proposals submitted to the
Indian Head Division, Naval Surface Warfare Center under this
announcement shall be considered government property. The government
may require unlimited data rights for work performed under the
resulting contracts. The government plans to evaluate each proposal
upon its receipt, therefore, it is encouraged to submit proposals as
early as possible. Each proposal shall be evaluated based on (1)
technical merit of the proposed approach, considering proposed
performance, safety and reliability, (2) contribution to extrusion of
propellant to size, (3) the offeror's facilities and related
experience, and (4) total cost. The technical section of the proposal
shall not exceed 50 pages. Magnitude of effort and number of contracts
awarded will be dependent upon availability of funds. This
announcement solicits the participation of all offerors capable of
satisfying the governments needs. The government will not cover any
cost for proposal preparation nor pay as a direct expense preparation
costs on awarded contracts. Technical point of contact for his program

Organizations wishing to participate in this program may submit three
