Eighteen (18) months. Design, develop, and integrate a Hypermedia
Integration Advanced Technology Demonstration (ATD) Advanced
Development Models (ADMs) hardware/software system with Air Force
Special Operations Command (AFSOC) real-world data bases, including
porting hypermedia software from SunOS to the Solaris operating system,
acquisition, development, installation, demonstration, familiarization,
and maintenance of hardware and software. A Cost-Plus-Fixed-Fee
completion type contract is contemplated. Potential offeror's are
advised that a conventional solicitation will not be issued. The
solicitation will appear in a subsequent edition of the Commerce
Business Daily. Concurrent with publication of the solicitation, a
supplemental package will be mailed to all respondees. Provide address
information to ATTENTION: Mrs. Sharon Tornatore-Sgroi, Rome
Laboratory/PKRL, 26 Electronic Parkway, Griffiss AFB NY 13441-4514, in
order to be included on the mailing list for the supplemental package
and any amendments to the solicitation. No telephone requests will be
honored. All request must reference the Code I-5-4718-L, and contain
respondent's Commercial and Government Entity (CAGE) code. All
responsible sources may submit a proposal in response to the
solicitation which shall be considered. A read library containing
technical information relating to this acquisition is available for
review by potential offerors at Rome Laboratory/IRRE, Building 240, 32
Hangar Road, Griffiss AFB NY 13441-4114. Appointments for access may
be made by contacting Mr. Scott Adams, 315-330-7788 at least 48 hours
in advance. The solicitation will be released no sooner than 95APR10.
Secret clearances will be required for performance. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contracting
Specialist, Mrs. Sharon Tornatore-Sgroi, 315-330-7035. The purpose of
the Ombudsman is not to diminish the authority of the contracting
officer or program manager, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Chief, Policy and Management Division, at 315-330-7746. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
