The Naval Air Warfare Center, Weapons Division (NAWCWPNS) China Lake, CA is sponsoring a Broad Agency Announcement (BAA) under the Insensitive Munitions Advanced Development (IMAD) program. The IMAD program has been established to develop and aid the implementation of appropriate solid rocket propulsion technology into operational systems. The Navy wishes to identify and explore new concepts or principles that will provide high performance tactical rocket motors with minimum threat to personnel and equipment without loss to performance or effectiveness. Solid propellant rocket motor developers and other qualified sources are invited to submit abstracts for the development and demonstration of solid propellant rocket motor insensitive munitions technology. The research effort should focus on meeting the propulsion requirements of one of the following missiles or their officially recognized successor: AMRAAM, EVOLVED SEA SPARROW, HARM, RAM, STANDARD MISSILE, TOMAHAWK. Additional areas of interest include lare metallized propellant tactical booster motors, Theater Ballistics Defense Missile, and Naval Surface Fire Support. Prospective offerors shall prepare and submit an abstract which describes the effort proposed and includes data to sustain why this approach will benefit the selected system. A systems approach should be taken. Abstracts will be evaluated based on the following criteria: 1) Overall applicability to the Navy's mission and the suitability of the approach presented for the selected system; 2) the technical merits of the proposed approach and its contribution to the IM solid propellant technology base; 3) the offeror's capabilities, related experience and facilities or unique combinations of these qualities that are integral factors for achieving the proposed objective(s); 4) the experience of the principal investigator and the team's key personnel who are critical to achievement of the proposal objective(s); 5) the offeror's record of performance in solid propellants or directly related fields; and 6) the reasonableness and realism of proposed costs and fees, if any, and the availability of funds. Magnitude of effort and number of contracts will be dependent upon availability of funds. Abstracts shall include estimates of costs associated with proposed effort including estimates of the tasks/phases and total cost. Discussions will be held with those offeror's whose abstracts are of interest to the government, based on the criteria provided in the BAA Packet.
