Hamblet, Contracting Officer, (505) 846-6898. The Air Force Phillips
Laboratory, Directorate of Contracting, Kirtland AFB, New Mexico, is
seeking potential sources to provide a system for an Enhanced 911
Emergency Response System, Quantity one (1). The minimum technical
specifications/capabilities are as follows: The system must be
compatible with existing Northern Telecom Meridian Switched Logic (MSL)
100 telephone switching system and have an initial capacity to serve
15,000 lines expandable to 40,000 lines. The system must provide a
minimum of three Primary Public Service Answering Points and one single
Secondary Public Service Answering Point and have the capability of
adding three additional Public Service Answering points. The system
must be Microsoft Windows based, be compatible with Local Area Network
operations (62.5/125 multimode fiber) and be capable of database
transaction or batch loading. The system must be capable of being built
and maintained at the telephone switch location, provide Management
Information Reports capability and provide a minimum of four password
levels to prevent unauthorized access. Automatic Line Identifier
database must have capability to be loaded from telephone switching
system database records. Workstation Automatic Line Identifier and
Location Information must post automatically upon call answer.
Workstations must have capability to be served by a Local Area Network
(LAN) server. Automatic Line identifier controller must interface with
LAN server and Automatic Number Identifier controller. Workstations
must be capable of 911 for Microsoft Windows operator interface and
have capability to run concurrently with other Microsoft Windows based
applications. System must have capability to send Automatic Line
Identification and Location Information to Secondary Operator
Positions. System must have expansion capability to FAX information to
remote locations. System must have on-line Department of
Transportation Hazardous Material information and handling instruction
database and must have capability of displaying this information to
all Public Service Answering Points. System must have expansion
capability to add three mobile Public Service Answering Points. System
must provide on-line capability for Resource Database such as
wreckers, heavy equipment, etc. System must provide on-line quick
reference Medical Knowledge database and have capability to add mapping
interface/mapping software. The contractor shall be required to provide
all hardware and software for expansion. The contractor shall be
required to furnish, install and test (FI&T) the system. The E-911
system shall be delivered, installed and tested at Kirtland AFB NM. For
Grounding, Shielding, and Bonding the contract shall comply with
MIL-STD-188-124B. The contractor shall also be required to provide user
training for eight (8) people. The contractor shall be required to
conduct a site survey and submit an installation plan within 30 days
after contract award with delivery, installation, acceptance and
training to be completed within an estimated 120 to 150 calendar days
after award. Scheduling and coordination with the base communications
squadron will be required. NOTICE TO RESPONDEES: THIS Is A ~SOURCES

GOVERNMENT In DETERMINING HOW TO PROCEED WITH THIS REQUIREMENT. DO NOT
REQUEST A COPY Of THE SOLICITATION AS ONE DOES NOT EXIST AT THIS TIME.
YOUR ATTENTION Is DIRECTED TO THE FOLLOWING AND YOU MUST COMPLY IN
ORDER TO BE CONSIDERED. Firms responding must submit technical
documentation (i.e.technical literature, brochures, schematics, etc)
for the system being offered and a statement of capability indicating
the ability to perform the installation, training and testing services
required. The technical documentation must provide sufficient
technical data in order for the project office to determine whether the
system meets the required technical specifications as stated above and
the statement of capability must demonstrate the offeror has the
experience/expertise to perform the installation, training and testing.
In addition, any applicable software license agreements must be
submitted for review. Responses with supporting documentation are
limited to 30 pages, excluding resumes, to be submitted to Phillips
Laboratory/PKOE, ATTN: Ms Chris Eggleston, 2000 Wyoming Blvd SE,
Kirtland AFB NM 87117-5606 no later than 21 Apr 95. Foreign-owned firms
will not be precluded from participating in this acquisition. Firms
responding should indicate if they are a Small Business, a Socially and
Economically Disadvantaged Business, an 8(a) qualified business, or
Woman-owned Business. For the purposes of being considered a small
business the following applies: SIC Code 5045, Size Standard 100
employees. The Government reserves the right to set this acquisition
aside for Small Disadvantaged Business, Small Business, SBA 8(a)
Program, Historically Black Colleges or Universities (HBCU) or Minority
Institutions (MI) based upon known sources and/or responses to this
synopsis. Firms responding should indicate whether they fall into any

to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
address concerns during the proposal development phase of the
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
