qmgate.arc.nasa.gov NASA-Ames Research Center intends to procure
composite blades utilizing two-step sealed bidding. Per FAR 15.503-2,
this is the announcement of successful offerors from Step 1. An
Invitation for Bid (IFB) will be issued to these offerors for the
labor, materials, and services necessary to fabricate,test and deliver
approximately 228 composite blades to be used for a wind tunnel
3-stage axial flow compressor, with options for an additional 312
blades. Configuration of the compressor blades shall be in accordance
with the requirements indicated on the contract drawing and
specification. Fabrication techniques to meet these requirements shall
be as determined by the contractor in the contractor's proposal to
Step 1. A short description of the blades follows: blades are
approximately 48 inches tall and 18 inches wide; composed of carbon
fiber epoxy composite outer skins surrounding a syntactic foam core
center section: the root section, where the blades mount into the
compressor hub, is composed of fiberglass epoxy composite and is shaped
to match existing slots in the compressor hub. All components are
bonded together using structural adhesives. Quality assurance planning,
monitoring, inspection, and testing are a significant part of this
procurement. Some blades will be destructively tested to verify proper
fabrication. The successful offerors selected from Step 1 to submit
