70 -- AVS/EXPRESS DEVELOPMENT SOFTWARE SOL 52RANR500059 POC Daniel R. Gomez, 303/497-5133 In the absence of other qualified sources it is the intent of the National Oceanic and Atmospheric Administration to purchase two AVS/Express development licenses from Advanced Visual Systems Inc., 4141 Arapahoe, Suite 100, Boulder, CO 80303, under ''other than full and open competition'' procedures, pursuant to 41 U.S.C. 253(c)(1) - only one responsible source - and 40 U.S.C. 759(g) as amended. The software consists of the following parts: EX-PPDA-DFHP7 Project Developer Package and EX-SDV-DF-HP7 Developer Seat (Floating). This software meets the following requirements: 1. provide a comprehensive interactive3D rendering and manipulation capability, 2. provide a visual object-oriented software development environment, 3. permit integration of display code with user application, 4. allow easy porting of existing AVS modules and processing networks, 5. execute on several processors (HP 755, IBM 37T, SGI Onyx, Pentium). The software, which will be used to display and analyze real-time meteorological data, supports: 1. rendering and manipulation of text, 2D images, 2D and 3D geometric objects, 2. analysis and manipulation of images (such as FFT, rotation, warping, convolution filtering and histogram), 3. data visualization (such as probes, isosurface, contours, slice). No other qualified source is known that can meet the Government's minimum requirements. Interested concerns must submit a written qualification statement that clearly establishes the firm's capability to meet the above requirements. This qualification statement shall be submitted to the individual and office cited above within 45 days from the publication date of this synopsis. This is not a formal solicitation.
