COMMERCE BUSINESS DAILY ISSUE OF MARCH 22,1995 PSA#1308

Small Business Office, 303 S. Crickett Dr., STE., 4, Kelly Air Force Base, TX 78241-6025

16 -- T-37 AND T-38 AIRCRAFT UNIQUE PARTS SUPPORT Sol. F41608-BC-DR02. POC: Lt Col Prewitt (210) 925-4317. SOURCES SOUGHT SYNOPSIS: THIS IS NOT A SOLICITATION. The purpose of this announcement is to determine the feasibility of contractor support of T-37 and T-38 unique parts: seeking interested sources; obtaining feedback on a proposed program and proposing an implementation plan. The United States Air Force is evaluating an internal proposal to convert T-37 and T-38 aircraft unique parts support into a contractor managed program. This program would entail a contractor assessing Government historical data and consumption; maintaining and documenting consumption, ordering parts and distributing parts. Contractor would have to have trending and analysis capabilities to make recommendations for parts improvement. Contractor would provide the administrative functrions for government engineering approval/configuration control. Weapons system specific technical skill would also be necessary to performing these tasks. Contractor may have some responsibility for proposing changes in repair levels based on trending and analysis. Contractor would have authority to find sources for local manufacture if no government capabilities existed to meet the requirement or schedule. Contractor may need to have a capability to ``make'', and to do ``make versus buy'' evaluations. The prime contractor would be responsible for subcontractor certification and arranging first article for government acceptance. The government uses a variety of automated systems in these processes which the contractor may have to integrate with initally or routinely: D035, Stock Control and Distribution: DO43, Master Item Identification Control System; DO41, Recoverable Consumption Item; DO62, Economic Order Quantity Buy Computation System; DO87, Equipment Item Requirements Computation System; DO49, Master Material Support Record, D143C, Cataloging System; JO41, Acquistion & Due-IN System Preaward/Postaward; JO18, Procurement History; DO87, Interchangeability & Substitution (I&S) Grouping, JO90/B, Contract Data Management System; DO67, Defense Material Utilization & Diposition Program Management System; DO345A, Special Support Stock Control & Distribution System; GO22, Logistics Management of Technical Orders Automated Data Processing System; Engineering Drawings Computer Assisted Retrieval System (EDCARS), and Automated Technical Order System (ATOS). We are interested in an existing system with proven capability or a system with core capability and flexibility to add or adapt to meet our needs. Interested parties should describe an implementation plan which would show how this could be accomplished; what personnel would be required; what facilities; what hardware and software; and any Rough Order Magnitude estimates for a total program or piece of the program. We would like interested parties to contact us within 30 days of this notice to discuss what capabilities might be available and to offer suggestions for the implementation. Points of contact are Ms. Diana Rollins (210) 925-8418; FAX: (210) 925-0097; Lt Col Cecilia Preweitt, (210) 925-4317, FAX: (210) 925-9940, or Jerry Neufield, (210) 925-3091, FAX: (210) 924-0167. Extended telephone calls are discouraged. Product literature, discussion of current applications of your product; fact to face discussions and product demonstrations are more effective ways to obtain the information we're seeking. The Government does not intend to award a contradct on the basis of this announcement or to otherwise pay for the information solicited except as provided in subsection 31.205-18, Bid and Proposal (B&P) costs, of the Federal Acquisition Regulation.
