NOT A SOLICITATION. The purpose of this announcement is to determine
the feasibility of contractor support of T-37 and T-38 unique parts:
seeking interested sources; obtaining feedback on a proposed program
and proposing an implementation plan. The United States Air Force is
evaluating an internal proposal to convert T-37 and T-38 aircraft
unique parts support into a contractor managed program. This program
would entail a contractor assessing Government historical data and
consumption; maintaining and documenting consumption, ordering parts
and distributing parts. Contractor would have to have trending and
analysis capabilities to make recommendations for parts improvement.
Contractor would provide the administrative functrions for government
engineering approval/configuration control. Weapons system specific
technical skill would also be necessary to performing these tasks.
Contractor may have some responsibility for proposing changes in repair
levels based on trending and analysis. Contractor would have authority
to find sources for local manufacture if no government capabilities
existed to meet the requirement or schedule. Contractor may need to
have a capability to ``make'', and to do ``make versus buy''
evaluations. The prime contractor would be responsible for
subcontractor certification and arranging first article for government
acceptance. The government uses a variety of automated systems in
these processes which the contractor may have to integrate with

System (ATOS). We are interested in an existing system with proven
capability or a system with core capability and flexibility to add or
adapt to meet our needs. Interested parties should describe an
implementation plan which would show how this could be accomplished;
what personnel would be required; what facilities; what hardware and
software; and any Rough Order Magnitude estimates for a total program
or piece of the program. We would like interested parties to contact us
