The Internal Revenue Service has a requirement for economic analysis services from highly qualified academics, consultants, and other research contractors to define, measure and reduce taxpayer burden. The IRS will be issuing Request for Quotes (RFQs) which will require the contractor to attend an initial planning meeting, produce a witten analytical paper on a specific question relating to reducing taxpayer burden, and to present the final paper at a conference held in Washington, DC. A RFQ will also be issued for the development, design, and installation of a PC-based software taxpayer burden mode. Contract award is estimated at approximately May 26, 1995, contractor performance is estimated to begin approximately June 26, 1995, and, final deliverable of paper at conference is expected to to be approximately March 7, 1996.
