Command (NAVAIR) intends to issue orders on behalf of the Spanish Air
Force (SAF) and the Royal Australian Air Force (RAAF) under Basic
Ordering Agreement (BOA) N00019-91-G-0140 for the following supplies
and services: (a) non-recurring engineering, technical data, technical
directives, interim support spares, training/training equipment,
support equipment, production prototyping, validation of retrofit kits,
and; (b) retrofit change kits and installation effort required to
incorporate approved Engineeing Change Proposals (ECPs). The supplies
and services are associated with the following ECPs: Incorporation of
ZRF Arming Unit into BRU-32/A and BRU-33/A; Structural Improvement of
the Y508 Former; Y470.5 Bulkhead and MLG Retract Actuator Support
Bracket; Redesign of Fuel Tube P/N 74A586958; Deletion of Kapton Wiring
in NLG Cable Harness; AN/ALE-39 Dispenser De-Armament Switch. NAVAIR
intends to negotiate this procurement with McDonnell Douglas Aerospace
(MDA), P.O. Box 516, St. Louis, MO 63166-0516, the designer,
developer, and sole manufacturer of the F/A-18 aircraft. MDA is the
only known firm possessing the technical knowledge, expertise, and
detailed familiarity with the design and modifications of the F/A-18
that is required to provide the requiring activity with timely
development and integration of the required services and supplies. See
