BUILDING - DESIGN SERVICES FOR NEW CONSTRUCTION SOL 475450-95-A-0276
DUE 042095 POC H.D. Sartain, Purchasing Specialist, 901/747-7618. The
United States Postal Service (USPS) anticipates that it will require
Architect/Engineer services for the design of an office building in San
Bruno, California, of approximately 150 thousand square foot. The Hines
Interest Limited Partnership (HILP) has been retained to assist the
USPS in reviewing its housing options for postal administrative office
space. One of the viable alternatives is to demolish the existing
postal-owned, earthqualke-damaged, office structurre at 850 Cherry
Avenue and construct a new building. If this alternative is the
preferred alternative, the work of HILP (and its consultants) may
include completion of schematic plans before the contract contemplated
by this solicitation is in place. Design services under this
solicitation and for the new construction alternative may include
planning, feasibility studies, conceptual and stacking plans, massing
studies, renderings and presentations, budget preparation, site
investigation, design, preparation of construction documents, cost
estimates, and related servcies as required for the demolition of the
existing structure and design of the new office building. Firms that
have the qualifications to perform the services described previously
are invited to submit a competed SF 255, Architect-Engineer and Related
Services Questionnaire for Specific Project, and a completed SF 254,
Architect-Engineer and Related Services Questionnaire, for each its
proposed consultants to the office shown above, received not later than
April 20, 1995. The selection will be conducted by using both the
submitted SF 255 and SF 254's. Interested firms with more than one
office must indicate on their SF 255 the staffing composition of the
office in which the work will be performed. Consideration will be given
to firms responding to the advertisement in according to the
instructions and based on the following order of importance: (1)
Geographical location of the firm is within a 50 mile radius of the
site (850 Cherry Avenue), (2) Key personnel experience, (3) Experience
with projects of similar size and scope (demonstrated experience in
the design of new office space and experience with local codes and
zoning requirements), (4) Ability to provide comprehensive services as
described above, in-house or through consultants, prior working
experience with proposed consultants is required, (5) Management plan,
and (6) Affirmative Action/MBE & WBE plan. Consultants must be within
the 25 radius listed in Item Number 1. The contract contains a
requirement for firms to provide evidence of current insurance of
$200,000 of errors and omission s per claim. Participation of
Minority-Owned Businesses is a consideration of U. S. Postal Service
architect-engineer selections. It is prohibited to pay any fee
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made.
