SOLICITATION WILL BE ISSUED ELECTRONICALLY; THEREFORE, THERE IS NO NEED
TO RESPOND IN WRITING WITH REFERENCE TO THIS CBD NOTICE. The Defense
Information Technology Contracting Office (DITPRO), Scott Air Force
Base, Il will be issuing through an electronic bulletin board, the DISA
Acquisition Bulletin Board (DABBS)a Request for Comments (RFC) to
Industry and users on or about 14 Apr 95. The specific conditions and
mandatory contractor support requirements for the Wireless/Cellular
services to be furnished will be substantially the same as the Request
for Proposal (RFP). Unless there are sufficient questions and or
comments to warrant significant change, the RFC will be converted to
the RFP and will be issued on or about 01 June 1995. The requirements
for this procurement have evolved from various meetings and the
requirements stated in the Federal Wireless Policy Committee (FWPC)
''Current and Future Functional Requirements for Federal Wireless
Services in the United States, 12 August 1994.'' The objectives of this
acquisition are to provide federal government users telecommunications
services and products; provide users telecommunications services and
products located in the contiguous United States, Alaska, Hawaii, Guam,
Virgin Islands and Puerto Rico; and provide Digital, Ubiquitous,
Interoperable, Transparent and Secure (DUITS) service within 24 months
after contract award. The scope of this procurement is to provide
these services to the Federal Government in accordance with the Brooks
Act. The scope encompasses those subscribed (licensed) wireless
elements such as cellular telephones and data devices. This includes
data services, satellite based telephones, and wireless PBXs where
coverage for other government requirements so dictate. The acquisition
may encompass FTS2000 and/or other commercial long distance services.
The Government may elect to extend coverage to include international
services. Includes, but is not limited to services, products, devices,
and accessories that are defined by industry association standards, as
well as evolving and emerging wireless telecommunications service,
devices, bearer services, and security services. DABBS requirements
will remain posted until the deadline has passed for submission of
