MECHANICAL PROJECTS AT PUGET SOUND NAVAL SHIPYARD AND TENANT

resulting contract shall be for an indefinite quantity contract to
support the Facilities and Maintenance Department's Engineering
Division in the preparation of engineering studies, analyses, reports
and cost estimates as designated; preparation of final plans,
specifications and cost estimates for designated construction projects;
preparation of working drawings, cost estimates and descriptive text
for projects to be accomplished by shop forces; preparation of AUTOCAD
compatible computer-aided drawing data on electronic storage media;
preparation of computer automated specifications using SPECINTACT will
be required; and prepartion of asbestos, hazardous waste, or pollution
abatement related designs (as necessary). The work will be accomplished
for projects located at the Puget Sound Naval Shipyard and tenant
activities. Selection will be based on the following prioritized
criteria which are numbered in order of importance: (1) PAST
PERFORMANCE (with emphasis on similar efforts cited in the criteria
element regarding Recent Specialized Experience) with Government
agencies and private industry. Demonstrated long term Government or
private business relationships, repeat business on related efforts and
construction support. Demonstrated firm's quality control program and
procedures including coordination with subcontractors quality control.
Documented success of the program on similar projects. Performance on
cost control in terms of budget control thoughout the design effort as
well as bid results. History of design related change orders (extra
during constuction). Knowledge of bid climate and related impact
factors; (2) RECENT SPECIALIZED EXPERIENCE and technical competence in
the design, both Government and private, of studies and designs
related to heating, ventilating and air conditioning, piping
distribution, building plumbing and fire protection and utilities such
as steam, potable water, compressed air, and pressurized sewer, and
specialty projects such as saltwater pumping and piping applications.
Projects may be located in buildings, piers, dry docks, tunnels, ducts,
subgrade or elevated. Major design importance will be attached to
integrating new designs with existing industrial facilities and
utilities. Typical mechanical projects at PSNS include; (a) 30,000 GPM
pump replacement in saltwater distribution system to include system
components (including valves) and electrical design; (b) steam
distribution to piers and drydocks to include hangers, rollers, guides
and expansion joint design; (c) heating, ventilating and air
conditioning for offices to include roof top central unit and energy
monitoring control systems (EMCS); (d) chiller replacement to include
cooling tower or dry cooler with direct digital controls; (e) sewage
distribution systems; (f) central heating coil addition to include
pumps, converter, piping and direct digital controls with EMCS tie-in.
(3) PROFESSIONAL QUALIFICATIONS of the staff, in-house and
consultants, with respect to the overall makeup of the design. The
experience and roles of key design personnel, specifically on related
projects addressed in Criteria Element regarding Recent Specialized
Experience; (4) CAPACITY and ability of the firm, and consultants, to
accomplish the contemplated work within a minimum reasonable time
limit; as demonstrated by the impact of this workload on the firm's
permanent staff, projected workload during the anticipated design
period, the firm's history of successfully completing projects in
compliance with performance schedules and providing timely construction
support. Provide specific work experience and related timeframes to
accomplishment of similar design efforts. If consultants are involved,
address history or working relationship; (5) KNOWLEDGE OF THE
LOCALITY, including appropriate selection of construction material and
methods; (6) VOLUME OF WORK PREVIOUSLY AWARDED by the Department of
Defense (DOD) to the firm in the last twelve months, with the
objectives of effecting equitable distibution of contracts among
qualified Architect-Engineering firms, including minority-owned firms
and firms that have not had prior DOD contracts; (7) DEMONSTRATE
COMMITMENT TO SMALL BUSINESS and to small disadvantaged businesses,
historically black colleges and Universities, or minority insitution's
performance of the contract, whether as a joint venture, teaming
arrangement or subcontractor. Proposed procurement will result in one
fixed priced Indefinite Quantity contract with a minium guarantee of
$25,000.00 for the base year. The resultant contract will be comprised
of delivery orders not to exceed $200,000.00 each, and the maximum
base year total of this contract shall not exceed $500,000.00. The
contract provides for one base year and one year option (both comprised
of the type of work described in criteria element (2) Recent
Specialized Experience. The minimum guarantee for the option year is
$25,000.00 with a maximum option year total of $500,000.00.
Architect/Engineering firms which meet the requirements described in
this announcement are invited to: (1) Submit a Standard Form 254,
Architect-Engineer and Related Services Questionnaire. Firms having
filed a current Standard Form 254 (within one year), on file with the
procurement office shown herein, are not required to register this
form. However, those firms with 254's on file shall express their
interest in being considered for this paricular contract in writing and
shall also state that a current Standard Form 254 is on file for their
firm. (2) Submit a Standard 255 specifically addressing all criteria
elements listed, including organizational chart of key personnel to be
assigned to this contract and all consultants' current SF 254 (unless
already on file) to Lucille Leu, Code 910C, Puget Sound Naval
Shipyard, 1400 Farragut Avenue, Bremerton, Washington 98314-5001 no
later than COB (4:00 pm local time) 30 days from the date of this
issue. Failure to submit the aformentioned items and the amount of DOD
fees awarded to the firm will reflect negatively on the firm's
submittal during the evaluation process. Unnecessarily elaborate
brochures or other presentations beyond those sufficient to present a
complete announcement are not desired. No additional technical
