Manager, Military Section, 918-669-7498. CONTRACT INFORMATION: A firm
fixed-price architect-engineer contract will be negotiated for
producing early preliminary design, final design and construction phase
services (option) for subject project. This procurement is
unrestricted. The anticipated contract award date is May 1995 and the
final design completion date is May 1996. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. 2. PROJECT INFORMATION: Construct a 24,000 SF
facility to function as a child development center for 285 children.
The facility will contain recreation rooms for ages 6 months to 6 years
old (baby room, toddler room, and 4 years old and up room). There will
be a kitchen, storage rooms, toilet rooms, front reception desk area,
office spaces, support space, utilities, and exterior recreation
playgrounds for various age groups. A closed circuit television with
recorders will be installed in all interior childrens playrooms and in
the exterior playground with monitors installed at the front reception
desk. There will be a two lane circular vehicular driveway for picking
up and dropping off children. Key elements of this project are
reinforced concrete foundation and floor slab, masonry walls, steel
joists, standing seam metal roof, utilities, and necessary support. Air
conditioning: 30 Tons. Title II services may be required as a part of
this contract. A partnering commitment will be required. The estimated
construction cost is between $1 million and $5 million. 3. SELECTION
CRITERIA: See Note 24 for general selection process. The selection
criteria in descending order of importance are: a. Specialized
experience and technical competence in: (1) design of child development
centers, (2) Availability of professional food service consultation for
acquiring proper equipment and layout for kitchen area. (3)
construction cost estimating and preparation of estimates on
IBM-Compatible personal computers using Corps of Engineers Computer
Aided Cost Estimating System (M-CACES Gold) (software provided), (4)
experience in/or capability to prepare designs using the metric systems
of measurement (System International), (5) producing CADD drawings
using Autodesk Autocad version 12.0 or higher, (6) ability to access a
Computerized Automated Review Management System (ARMS) via modem, and
(7) availability to perform construction phase services. b. Past
performance on DoD and other contracts with respect to cost control,
quality of work, compliance with delivery schedules, and customer
responsiveness. c. Sufficient capacity to submit the Early Preliminary
Design on or before August 1995 and Final Design by May 1996. d.
Geographic proximity of the office during the work with respect to the
project site and/or the Tulsa District Office. e. Volume of DoD
contract awards in the last 12 months as described in Note 24. 4.
SUBMITTAL REQUIREMENTS: See Note 24 for general submittal requirements.
Interested firms having the capabilities to perform this work must
submit one copy of SF 255 (and a SF 254 for the prime firm and all
consultants) to the above address no later than 4:30 p.m. on the 30th
day after the date of this announcement. If the 30th day is Saturday,
Sunday or Federal Holiday, the deadline is 4:30 p.m. of the next
business day. Faxed submittals will not be accepted. Solicitation
packages are not provided. This is not a request for proposal. The SF
255 should specifically address the requirements of this announcement.
Responding firms are requested to clearly identify those tasks to be
performed in-house and at what office, and those tasks to be
subcontracted and at what office. Responding firms are requested to
identify all computer capabilities in Block 10 of the SF 255. Also in
block 10 of the SF 255 describe the firm's design quality control plan,
including coodination with subcontractors. Submittal of subcontracting
plan may be required before award of the contract. For your
information, the contracting goals for Tulsa District are 61% for small
business and 9.8% for small disadvantaged business. Cover letters and
extraneous material are not desired and will not be considered.
Personal visits to discuss this contract will not be considered. Firms
are encouraged to make SF 254's and SF 255's concise and to the point.
