Development of a single radio communications system that is capable of
simultaneous multi-channel communications using numerous, selectable
waveforms or modes over several, selectable operating bands. Speakeasy
introduces a revolution in the prevailing architectural infrastructure
of radio communications systems. Speakeasy centers around a
well-defined standardization of interfaces and functions that allows
commomality and flexibility of radio systems not previously attained.
An ''open-systems'' architecture, focused on modularity by function
which has a common library of modules will be developed to allow a
natural progression of module improvement with advances in technology.
Speakeasy radios will be ''programmable'' in the sense that functions
and capabilities are changeable through programmable hardware
subsystems and by software down-loading through over-the-air or local
channel interfaces. Secret NoForn Clearances will be required for
performance. A read library containing technical information relating
to this acquisition is available for review by potential offerors at
Rome Laboratory/C3BB, Bldg 3, 525 Brooks Road, Griffiss AFB, NY
13441-4505. Appointments for access may be made by contacting Mr Dave
Climek, 315-330-4123 at least 24 hours in advance. Verification of
Secret-Noforn clearance must be submitted to Mr Dave Climek or faxed to
his attention at 315-330-4206, prior to access to the library. No
telephone requests for the RFP will be honored. The solicitation will
be classified at the Secret level. An Ombudsman has been appointed to
hear significant concerns from offerors or potential offerors during
the proposal development phase of this acquisition. Routine questions,
such as clarifications of the Statement of Work or the terms and
conditions, are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, Mr Stephen
Rocci, 315-330-3204. The purpose of the Ombudsman is not to diminish
the authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. All requests must be addressed to the attention of
the Contracting Officer, Mr Stephen Rocci, and reference code
C-5-2400-Z, and contain the respondent's Commercial and Government
Entity (CAGE) Code. Companies who requested a copy of the draft request
for proposal need not respond to this notice. Foreign participation is
