Specialist, (904) 882-4685, ext 116. The Air Base Systems Division of
the Weapons, Air Base and Range Product Support Office intends to issue
IFB NO. F08626-95-B-0222 for the purpose of providing a multimedia
training system and system software that will be used to operate
existing and future courseware for the Firefighter Multimedia Training
System (FMTS). Anticipated RFTP release date is 31 March 1995. The
FMTS shall meet the requirements of the Interactive Multimedia
Association Recommended Practices for Multimedia Portability for
compliant systems. The system shall be configured using standard
commercial off-the-shelf (COTS) hardware and software and shall be
designed to allow easy operation of all FMTS courseware. The courseware
is not part of the system, but some previously developed courseware
will be Government-furnished and shall be loaded onto each system prior
to shipment to Government-designated locations. The minimum operational
requirements of the COTS components shall be 64-bit, Pentium 90MHz, PCI
architecture, 16MB RAM, 256KB Cache, minimum 1000MB 11ms SCSI-2 hard
drive, standard 101-keyboard, 3.5'' 1.44MB and 5.25'' 1.2MB DSHD
floppy-disk drives, digital audio board with variable fidelity levels
and audio input, phono jack and audio output connections, minimum
2-button serial mouse, non-glare 15'' minimum diagonal non-interlaced
multisync Super VGA monitor, 64-bit non-interlaced, 100 percent SVGA,
minimum 1024 x 768 resolution graphics adapter, quad speed SCSI-2
CD-ROM reader, sound system, headphones, and Windows 95 (if available)
or MS-DOS, Version 6.22 or later, operating system, and Microsoft
Windows, Version 3.1 or later. Optional hardware will include: (A)
Laservision standard 12'' laserdisc player, capable of playing both CAV
NTSC and CLV NTSC videodiscs, with a graphics overlay board with a
minimum 1MB on-board display RAM and capable of displaying video from
the laserdisc player and overlaying computer graphics and texts
simultaneously on same RGB monitor, (B) an internal fax/modem,
14,400bps modem, V.32bis, with 14,400bps fax capability, 180 cps
(draft) with modem software and facsimile software, and (C) a parallel
dot-matrix printer. All necessary cables shall be provided. The
hardware delivery system must accommodate power requirements of 110 +
10% VAC, 60 Hz. The contract shall include a warranty for 3 years. All
system and application software shall be loaded onto the hard drive
prior to shipment. A CD-ROM system restore disc shall be shipped with
each hardware delivery system. The contractor shall be required to
produce a first article FMTS hardware delivery system. The Government
intends to acquire approximately 135 FMTS hardware delivery systems
with options for up to 565 additional units and will include options
for up to 700 each of the laserdisc player, printer and modem. This
procurement is planned to be a two-step sealed bid which will require
submission of a technical proposal in step one, and submission of a
pricing bid in step two. This synopsis does not constitute a
solicitation for bids or proposals and is not to be construed as a
commitment by the Government. At RFTP release all responsible sources
may submit a proposal which shall be considered. No telephone requests.

Responses to this synopsis must be received within fifteen (15) days
from date of publication. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
