Norfolk Detachment Philadelphia, PA., intends to issue a Request For
Proposals to small businesses for the acquisition of curriculum
development services for the Naval Education and Training Program
Management Support Activity (NETPMSA), Pensacola, FL This acquisition
is a 100% SMALL BUSINESS SET-ASIDE. The curriculum development areas
include, but are not limited to, four (4) general areas: (1) Paper
based instruction, e.g. Lesson Plans, Trainee guides, Instructional
Management Plans, and On-the-job Training Handbooks; (2) Interactive
Courseware which encompasses Computer Based Training and Interactive
VideoDisc Training; (3) Videotape in support of training programs; and
(4) Navy Training Plans. The various training programs that are
supported by the curriculum development include, but are not limited
to: Shipboard Enhancement Training Programs, Personnel Qualification
Standards Training, General Military Training, and Course
Modularization (skill attainment). NETPMSA has a continuing requirement
for a wide range of products relating to the following broad technical
areas in Naval Training: Training Program Management, Training Program
Analysis and Design, Training Materials Development, Training Support,
Conduct and Advisory Services, and Navy Training Plans. The proposed
contract will provide for a base year, beginning 15 December 1995, with
provisions for two (2) one-year (1) option periods. Evaluation for
award will consider both price and technical factors. It is intended to
award a Firm Fixed Price, Indefinite Quantity-Indefinite Delivery type
contract for these services. The Standard Industrial Classification
Number is 7812. The Solicitation will require the submission of price
and technical proposals. Copies of the solicitation should be requested
within 15 days of this synopsis from the address in paragraph 7 above,
