Lockheed Space Operations Company (LSOC), a NASA prime contractor under the Shuttle Processing Contract (SPC) at Kennedy Space Center, FL, will issue a Request for Proposal (RFP) on 04/10/95 to Small Disadvantaged Business (SDB) sources capable of providing janitorial services in support of critical technical areas such as the Clean Lab, programmed relamping of all assigned facilities, pre launch and post launch cleaning of launch pad surfaces, trenches and flame trenches, Shuttle processing areas (OPF, VAB, Pads A and B), and the HMF area test/checkout cells. Also provides critical cleaning services/staticide application on an ongoing basis in the Firing Rooms and other Computer Data Rooms throughout the SPC areas. Special support to the Astronaut Quarters during absences of LSOC Astronaut Attendants and peak Astronaut Quarter workload times, such as during Countdown Demonstration Tests and Launch Countdowns. Equipment and supplies will be provided by LSOC. All functions will be performed around the clock using full-time, and part-time or temporary personnel. Services required fall under the purview of the Service Contract Act and wage determinations are applicable. The successful offeror's management team is expected to utilize a high rate of incumbent personnel. Of the total workforce proposed, 90% are to include incumbent personnel. A transition plan of up to 30 days in advance of the subcontract start date of 10/01/95 is being considered. The basic period of performance will be one (1) year, with a two (2) year priced option. The Standard Industrial Classification for the servies listed in this solicitation is SIC Code 7369. The solicitation is restricted to SDBs, including woman-owned firms, which have a gross annual revenue of $13.5 million or less per year.
