Washington, D.C., 20591 15 -- ACQUISITION OF ONE ADDITIONAL LARGE SIZE/LONG RANGE (LSR) FLIGHT
INSPECTION AIRCRAFT SYSTEM (FIAS). DUE 050195 POC Mark C. Brady,

Phone (202) 267-7802. Under the authority of 49 U.S.C. 40110(b)(2)(E),
the procuring intends to negotiate a sole source contract modification
adding an option to an existing contract with E-Systems Inc.,
Greenville Division. The procuring activity intends to add a firm
fixed-price option to the Flight Inspection Aircraft System (FIAS)
contract DTFA01-93-C-00015 for one additional large size/long range
(LSR) flight inspection aircraft. This one additional LSR aircraft will
be identical to the two LSR aircraft currently under contract with
E-Systems Inc. The FIAS are necessary to meet critical Federal Aviation
Administration (FAA) requirements for in-flight review, examination and
analysis of ground and space based navigation and landing aids to
determine their accuracy and adequacy. The LSR aircraft designed by
E-Systems Inc., is a commercial production Challenger 601-3R aircraft
that is modified with the addition of numerous specialized antennas on
the exterior, modified front-end avionics/aircraft systems, and a
suite of highly specialized and unique flight inspection equipment in
the interior. The supplies and services required to meet these critical
requirements include: the manufacture, installation, test, training,
and documentation for the LSR type aircraft. The one additional LSR
type aircraft must meet all of the requirements identified in FAA
specification FAA-A-2876 as amended. Current FAA approved LSR design
and LSR test procedures must be used. The one additional LSR aircraft
must be delivered to the FAA not-later-than 24 months after exercise of
the option. Any organization believing they have the technical and
administrative capability to fulfill all of the FAA requirements
specified in this notice are requested to give written notice to the
procuring office within 45 calendar days from the publication date of
this synopsis. The written notification must include: a point of
contact and telephone number; must show the firm has in place the
necessary technical skills, qualified personnel, experience and past
performance in integrated flight inspection aircraft systems for the
FAA; must address each of the LSR aircraft requirements described
above; and must state the purpose of the interest, i.e., prime
contractor, subcontractor or information only. This notice is not a
request for proposal(s). This is the only official notice of this FAA
