SOLICITATION NOTICE - The work includes the furnishing of all labor,
materials and equipment required to construct two 70 kV substations,
one in the Administration Area and one in the Operations Area; to
upgrade an existing 12 kV, 5.4 mile pole line between the
Administration Area and the Operations Area to 70 kV; and to provide
new underground service to existing switchgear. The work includes: 1.
Furnish, install, and replace in operation two substations including
the following: (a) Power transformers and grounding resistors, (b)
Primary and secondary disconnects and protective means consisting of
switches (fused and nonfused, load-break type), circuit switchers,
current and potential transformers, protective relaying, and metering,
(c) Steel structures, insulators, tublat bus wood poles, (d)
Foundations, (e) Relay metering house, (f) Battery and battery charger
with controls, (g) Auxiliary transformer, distribution panel and
lighting panel, (h) Underground conduits and wiring within the
substation areas, (i) Grounding, (j) Yard lighting and telephones, (k)
Fencing and aggregate surfacing, (l) Calibration and setting of
protective relays at completion of construction, (m) Remote alarm
panel. 2. Modify foundation details and conduit sizes and layouts to
suit equipment purchased and build substations and provide power and
control wires within the substations to place in operation equipment
furnished. Foundation design, conduit sizes and layouts indicated on
drawings are based on equipment components selected to establish
concepts. Construction requirements shall be based on actual components
purchased for the project. 3. Furnish, install and place in operation
underground distribution system including manholes and conduits (except
as specified), cables and terminations for the 15 kV cable syste, and
connecting the outdoor substation to the 12.47 kV switchgear in the two
electrical rooms. In the operations Area, manholes 351A, 352A, 353A,
and 354A, and ducts from manhole 351A to electrical room in Building 50
are existing. 4. Modify existing line conductors on the 12.47 kV pole
line for Circuit B1. 5. Relocate temporarily the existing 12.47 kV pole
line adjacent to the site for construction of the new warehouse in the
Operations Area. 6. Furnish and install poles, insulators and
additional overhead conductors to upgrade the existing 12.47 kV line
for circuit B11 to 70 kV. The estimated construction cost is between
$1,000,000.00 and $5,000,000.00. This is a firm-fixed price contract.
The proposed contract is UNRESTRICTED. The Standard Industrial Code
(SIC) is 1731 and the related small business standard is $7,000,000.00.
Contract duration is 354 days. Bidders should request a copy of the
solicitation in WRITING stating IFB N62474-94-B-7425 with complete
company name, address, facsimile and telephone number (including area
code) and whether bidding as prime, subcontractor or supplier.
