R -- EXPERT CONSULTATION FOR TECHNOLOGY TRANSFER SUPPORT SOL DAMD17-95-R-5016 DUE 042895 POC Contract Specialist, Vennette Rosnick, (301)619-2367 The Walter Reed Army Institute of Research (WRAIR) Office of Research and Technology (ORTA) is responsible for integrated management of WRAIR's technology transfer programs, which include development and implementation of Cooperative Research and Development Agreements (CRADAs), intellectual property (including invention disclosures, patenting, and patent licensing), and marketing of US government research resources to private, non-government sectors. To assist the ORTA staff in performing these duties, WRAIR requires the support services of a consultant/contractor who is knowledgeable and experienced in the intricacies of Federal technology transfer. The contractor must have detailed, intimate knowledge and demonstrated practical experience with: 1) the methods, policies, regulations, and laws governing the Federal Technology Transfer Program within the Department of the Army and the US Army Medical Research and Materiel Command; 2) the organization, function, and personnel policies of the military and its associated biomedical technologies; 3) and the formulation, development, implementation, and post-implementation management of technology transfer agreements. He or she must also have strong and effective interpersonal oral and written communications skills that will enable the contractor to deal effectively with scientists, federal, and non-federal management staff, as well as training, experience, and knowledge in scientific fields that will enable scientific communication with scientists at WRAIR, government organizations, academia, and industry. This acquisition was previously synopsized as a sole source requirement but will be competitively solicited as a 100% set aside for small businesses. The SIC code is 8748 with average annual receipts for the last three years of not more than $3.5 million. The proposed contract will be firm-fixed price with a base year and one option year.
