Center Division, Newport, RI has a requirement for the installation of
the In-Water Subsystem for the Kwajalein Missile Impact Scoring System
(KMISS) Program. The Kwajalein Missile Impact Scoring System (KMISS)
will be an acoustic surface impact scoring range consisting of an
In-Water Subsystem (IWS) and a Shore-Based Subsystem (SBS). The IWS
will be composed of hydrophone assemblies individually cabled to a
nearby shore site. The SBS will consist of Hydrophone Support
Electronics (HSEs) and Automatic Data Processing Equipment (ADPE). The
purpose of the IWS will be to receive the acoustic signals created by
missiles impacting the ocean surface and transmit these signals to
shore. The purpose of the SBS will be to determine the locations of the
missile impacts based on the time differences of arrival of the signals
at the hydrophones and provide this data to the system operator. The
scope of this effort will be the planning and execution of the In-Water
Subsystem installation. This shall include the development of an
Installation Plan, installation of the deep ocean portion of the IWS,
installation of the sea/shore cable interface junction box,
installation of the rear shore/ seashore portion of the IWS, and
delivery of a Post Installation Report. The KMISS will be centered
approximately 6.5 nautical miles off the eastern side of Gagan Island
of the Kwajalein Atoll. A Cost Plus Fixed Fee Completion type contract
is anticipated. Technical and cost proposals will be required for
evaluation. Award will be made on the basis of ''Greatest Value'' with
evaluation factors being technical approach, personnel, management
approach, corporate experience and facilities. Requests must be made in
