labor, material and equipment necessary to perform routine drydock
vessel maintenance including but not limited to the following base
item: 1. overhaul, renew and test valves 2. inspect, overhaul and test
barge boat davit 3. overhaul barge spud winch and capstan 4. inspect,
overhaul and test Allied aton crane 5. clean, inspect diesel fuel
tanks 6. remove, dispose, and provide new fuel oil (10,000 gallons) 7.
preserve potable water tank 8. temporary logistics 9. routine
drydocking 10. modify bow structure and replace tender/barge interface
11. renew ship service diesel generators 12. upgrade power lighting
system 13. upgrade engine room ventilation room 14. fabricate and
install new sewage tank 15. install aft ballast tank . Optional items
include but are not limited to the following items: 1. welding repairs
2. remove, inspect, and reinstall tail shafts 3. renew shaft 4. renew
shaft strut barrel 5. blast diesel fuel tanks 6. preserve underwate
body 7. renew corrosion preventive zinc anodes 8. ultrasonic testing 9.

-- availability schedule is 15 May 1995 -- the place of performance
for CGC Scioto's May 1995 yard availability is restricted to the
Western Rivers of the United States. The ''Western River'' means the
navigable portions of the Mississippi River and its tributaries above
mile 0 of the Lower Mississippi River. Navigable tributaries of the
Mississippi River include only the waterways within the areas of
jurisdiction of the CoastGuard Aids to Navigation Facilites as
described in Light List Volume V (COMDTINST M16502.5), and the
Tenessee-Tombigbee Waterway to the Mouth of the Mobile River. This
includes the protected portions of the Intra Coastal Waterway connected
to the ''Western River'' but specifically excludes unprotected or open
waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. There
will be non-refundable charge required in the form of a certified check
or money order`made payable the United States Coast Guard in the amount
of $100.00 for requested specification and drawings -- the prosed
contract listed here is part of the Small Business Competitiveness
Demostration Program and is open to both large and Small Business --
plans and specifications will be issued on or after 29 March 1995 --

United States Coast Guard. For minority, women-owned and disadvantage
business enterprises: The Department of Transportation office of Small
and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantage business enterprises to aquire
short term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short-Term Lending Program (STLP) at prime interest rates up $500,000
per contract tp provide accounts receiving financing. The DOT Bonding
Assistance programs enable firms to aplly for bid, performance and
payment bonds up to $500,000 per contract. DOT provides an 80% guaranty
