WATER AND/OR THE PACKAGING OF RESULTING FILTER RESIDUES AND SPENT ION

376-0372. Organizations having capabilities and experience in the
treatment of radioactive contaminated water are invited to submit
information demonstrating their qualifications, experience, and
interest to provide the services described in this synopsis. This is
not a Request for Proposal, but a request for an expression of interest
to perform such work. The K Basins (two spent fuel storage pools
referred to as K west and K east) at the Hanford Site are to be
defueled and decommissioned. The water will be treated as necessary for
clarity and dose rate control to support defueling, and as needed to
support desludging and decommissioning. Each basin contains
approximately 4600 m3 of water. The K west basin contains 961 metric
tons of spent fuel in sealed containers and the K east basin contains
1150 metric tons of spent fuel in open containers. The fuel in both
basins is to be removed (by others) over a 2 year period from 1998 to
2000. Substantial amounts of soluble and insoluble radioactive
contaminates (including transuranics) may be released to the water
during the defueling and/or desludging operations. Water Treatment -
The Seller will furnish and optionally operate water treatment systems
and components adequate to maintain K basin water clarity and purity
to facilitate spent nuclear fuel, sludge, and debris removal (scheduled
1997 to 2000) and final basin preparations for turnover to the
Environmental and Restoration Management Contractor (scheduled for 2000
to 2002). The Buyer will provide performance specifications for
suspended and dissolved solids capacities and efficiencies. Packaging
- The Seller may be asked to furnish packages for filter residues
and/or expended resins for both interim storage and final disposal of
radioactive and transuranic wastes. The Seller may optionally operate
the packaging activity, including delivery to the interim storage
and/or disposal site. General - In responding to this advertisement,
the Seller shall describe past experience furnishing water treatment
and waste packaging systems as relevant to the Seller's scope of
interest. In doing so, the Seller shall submit their QA program and
list 10CFR 71 and 10CFR 72 certificate numbers. Requests for
consideration, expressions of interest, and descriptions of
capabilities must be in writing. Company brochures are not an adequate
substitute for written detailed information. The Buyer will not award
a contract on the basis of the synopsis nor compensate any respondent
for responding to this announcement. The Buyer reserves the right to
solicit proposals for any or all of the above systems through one or
more contracts, including existing contracts, where obvious cost and or
schedule savings to the government are possible. Written expressions of
