at (203) 440-6516 The Naval Undersea Warfare Center, Detachment New
London, intends to negotiate a Firm Fixed Price contract to build and
install in accordance with Government Furnished Drawings, a pile-
supported rail system. It will consist of a ground level, steel rail
structure and an onshore concrete service and loading pad, to be
located at NUWC'S test facility at Fisher's Island, New York. The
proposed rail system will be 315 feet long and will extend from the
seaward end of the concrete pad, across the tidal flats to a point
offshore where the minimum water depth is 5 feet (approximately 100
feet beyond mean low water). A 12 foot long entry ramp at the offshore
end of the rail structure will guide the skid onto the rails during
retrieval. The rail system will be a part of the previously installed
Submarine Sensor Test Platform (SSTP), which consists of a skid, winch,
and offshore landing base. This procurement will be solicited on an
Unrestricted basis and will consist of a basic contract with seven
separately priced options. Award will be based on Greatest Value to the
Government. The Government intends to conduct a site visit for those
interested in obtaining a better insight to the problems and solutions
associated with this procurement. The site visit is scheduled on 25
April 95, with a rain date of 27 April 95. All interested personnel
