A. Clark, 907-271-5851, Contracting Officer Construction of a three bay
expansion at the Air Route Traffic Control Center (ARTCC), Anchorage,
Alaska. The work consists of but is not limited to, construction of a
13,000 square feet three level addition including a basement and two
floors above. The addition will match the construction of the existing
facility with a cast-in-place reinforced basement and first floor
supporting a steel framed second floor. Exterior walls will be
reinforced concrete through the first floor elevation followed by
insulated metal siding on the second floor elevation. The project will
provide independent electrical and mechanical systems, to support the
addition with an interface to the existing buildings electronic
environmental control system. Additonally, the project contains upgrade
work in the existing building to include installation of architectural
finishes in administrative office space and bathroom facilities;
installation of mechanical equipment and fixtures in bathroom
facilities; construction of a central water meter building and
installation of electrical transformers. The magnitude of construction
is between $1M and $5M. The estimated performance period is 365
calendar days. The anticipated Notice to Proceed is on or about June
15, 1995. Solicitation No. DFTA04-95-B-10005 will be issued on or about
March 29, 1995, and opened on or about April 28, 1995, at 1:00 PM local
time, Anchorage, AK. This acquisition is being solicited in compliance
with P.L. 100-656, ''The Small Business Competitiveness Demonstration
Program, Title VII of the Business Opportunity Development Reform Act
of 1988''. This solicitation is open to both Large and Small Business
Concerns. The agency will consider all responsible sources submitting
a bid. Facsimile bids will not be authorized. A Bid Guarantee of at
least 20 percent of the bid price is required to be submitted with
bids. Performance Bond amount shall be 100 percent of the original
contract price. Payment Bond amount shall be 40 percent of the contract
price. The agency will not accept facsimile requests for the
solicitation. There is a non-refundable charge of $100.00 for the
