817/334-2131. 1. CONTRACT INFORMATION: Award of an Indefinite Quantity
Service contract (intermittent survey work from time to time) is
anticipated to occur in August 1995. Contract will be for a one year
period with an option for an additioinal period of one year. Maximum
annual amount is $750,000.00 with individual delivery order limits of
$150,000.00. Notwithstanding the fact that the services required under
this proposed contract will be primarily for work in the Fort Worth,
Texas, area, services may also be required at project sites in Texas,
Louisiana, New Mexico, Oklahoma, and Arkansas. If a large business firm
is selected for this announcement it must comply with the FAR 52.219-9
clause regarding the requirement for a subcontracting plan. The Fort
Worth District goal on work to be subcontracted is that a minimum of
60.3% of the contractor's total intended subcontracted amount be placed
with small businesses (including small disadvantaged businesses); 9.8%
of the total subcontracted amount be placed with small disadvantaged
businesses; 2.9% of the total subcontracted amount be placed with woman
owned small businesses; and 5.5% of the total subcontracted amount be
placed with historically black colleges or universities/minority
institutions. The plan is not required as part of this submittal. Point

2. PROJECT INFORMATION: Work will consist of furnishing complete field
survey data relating to vertical and horizontal controls, detailed
digital topography, cross sections, boundary surveys, construction
layout, etc., for projects assigned to the Fort Worth District.
Contract will require the services of four survey parties. 3. SELECTION
CRITERIA: See Note No. 24 for general selection process. The selection
criteria in descending order of importance are: (1) Specialized
experience and techncial competence in (a) vertical and horizontal
controls, (b) detailed digital topography, (c) Boundary surveys, (d)
Construction layout; (2) Professional Qualifications are (a) Each
contractor must have a Registered Professional Surveyor, (b) Ability to
field up to four survey parties, two of which must have experience
using electronic digital data collection techniques, (c) Demonstrate
the ability to gather, manipulate, and submit digital data in
accordance with Chapter 3 of Engineering Manual 1110-1807; (3) Past
performance on DOD and other contracts primarily in quality of work and
compliance with performance schedules; (4) Ability to field a crew in
the Fort Worth area within 24 hour notification; (5) Knowledge of
topographic and geographic conditions in the vicinity of Fort Worth,
Texas; (6) Participation of Small and Small and Disadvantaged
Businesses in the proposed contract team, (7) Volume of DOD awards in
the last 12 months. 4. SUBMITTAL REQUIREMENTS: See Note No. 24 for
general submission requirements. Interested firms having the
capabilities to perform this work must submit two copies of SF 255 for
the proposed team, two copies of SF 254 for the prime firm, and all
consultants, to the above address, ATTN: CESWF-CT-R, Denver Heath, no
later than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday, or Federal
Holiday, the deadline is the close of business of the next business
day. In Block 10 of the SF 255 describe the firm's quality management
plan, including coordination of subcontractors. Solicitation packages
are not provided. This is not a request for proposal. All responsible
