H -- ASSISTANCE IN TESTING OF LOW DENSITY CRYPTOLOGIC/SIGNALS INTELLIGENCE SYSTEMS POC Philip Rasmussen, Contract Specialist, (703) 706-2691. The U.S. Army Intelligence and Security Command (USAINSCOM) intends to issue a solicitation for services in the preparation for user Test and Evaluation (T&E), documentation, execution, and reporting of operational T&E of low density classified and secure systems singularly used to conduct Signals Intelligence (SIGINT), Electronic Warfare (EW), and Measurement and Signature Intelligence (MASINT) missions and fielded at USAINSCOM Echelons Above Corps units located at both CONUS and OCONUS. Also provided, will be technical, engineering, and on-site administrative support to USAINSCOM Test Manager to ensure the successful completion of tasked T&E requirements. The results of the T&E will be to fully assess the system(s)/site(s) total operational effectiveness and suitability. A TOP SECRET (TS) FACILITY CLEARANCE is required: all proposed personnel must possess a TS clearance with Special Background Investigation and have access adjudicated by contract start date, 01 October 1995. There will be a reading room provided which will include examples of an outline test plan, detailed test plan, test report, and other pertinent regulations as listed in the Statement of Work and a Program Status Report. A TS/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI/TK) CLEARANCE will be required to access Headquarters USAINSCOM and read the documents in the reading room.
