Contracting Flight anticipates issuance of a draft Statement of Work
(SOW) in the very near future to interested parties for review and
comment. The draft requirements are in support of a planned competitive
acquisition for services, nonpersonal, to provide all personnel,
hardware, software, documentation, tools, materials, labor,
transportation, and other items necessary to support the maintenance
and enhancement of the SDHS. Support and services anticipated will
support the Air Force Global Weather Central's Satellite Data Handling
System (SDHS), Defense Meteorological Satellite Program (DMSP), Data
Reconstruction Site (SITE III), the Uninterruptable Power System (UPS),
and other selected subsystems and peripheral equipment located at
Offutt AFB NE. These systems support AFGWC's mission which involves a
global capability to collect, analyze, model and disseminate
meteorological and astro-geophysical data and related products to
Department of Defense customers. These systems operate on a 365
day-a-year and 24 hour-per-day basis. The draft SOW requirements will
require a contractor to perform operations and maintenance (O&M),
technical services and logistics support of the SDHS, SITE III, DMSP,
UPS and other subsystems and components. O&M and technical services
support will include: program management, support and engineering,
hardware maintenance, software maintenance, SDHS meteorological
applications, configuration management, testing and evaluation, and
training. Separate tasks for future upgrades to the SDHS or acquisition
of support equipment and associated services will also be required due
to the dynamic and ever-changing mission support requirements of AFGWC
customers. The Contractor must also provide integration and testing
support of repairs and enhancements due to obsolete hardware or other
changes to the system to include: on-system testing of newly
developed/government purchased hardware and software, verification of
system performance, and recommending alterations to optimize system
performance. Following integration of newly developed hardware and
software, the Contractor will be required to support operational
procedures and assist in the familiarization and training of
operational personnel. A Top Secret Facility Clearance will be required
and other special security requirements apply. Availability of
specifications, plans, drawings or other technical data: It is
impractical to provide a complete listing of all hardware and software
pertaining to this requirement with the synopsis. A technical library
has been established and information regarding its use will be
included in the draft SOW. The anticipated contract performance period
is from 1 Jun 96 through 30 Sep 96 with four one-year option periods.
Request for Proposal (RFP) No. FA4452-95-R0008 is anticipated to be
released on or about 18 Oct 95. A presolicitation conference may be
held in the Jul 95 timeframe and a preproposal conference is planned to
be held shortly after release of the solicitation with specific
information regarding time and location addressed in the RFP. A
cost-reimbursement type contract is anticipated for this effort. The
SIC Code for this acquisition is 7379 and the Small Business Size
Standard for this SIC code is $14.5 Million. All potential offerors
shall indicate their business size (i.e., large, small or small
disadvantaged) in their written request for the draft SOW, scheduled
for release on or about 24 Mar 95, and the resultant solicitation. The
request must also include the potential offeror's telefax number and
full ZIP PLUS FOUR code. The draft SOW and solicitation cannot be
mailed without the full zip code. Verbal requests may not be acted
upon. All responsible sources may submit a proposal in response to the
RFP which shall be considered by the agency. Comments regarding the
draft SOW document will be accepted through 28 Apr 95. The Government
will not provide responses to the comments received regarding the draft
