The Health Care Financing Administration (HCFA) intends to negotiate with Aspen Systems, 1600 Research Blvd, Rockville, Maryland 20850 to perform the monitoring and analysis of Legislative activity, administration and judicial action, and State Attorneys General opinions in the areas of Health Maintenance Organizations and prepaid group practice legislation at the federal level and in each of the States and Territories. The monitoring and activity shall be documented by continued preparation of a Digest of State Laws (HMO Law Manual) with periodic updates in the format presently being used. In accordance with FAR 6.302-1 HCFA intends to negotiate with Aspen Systems to continue the ongoing demonstration under contract no. 500-92-0017 as required under Section 1311 (c) of the Public Health Service Act 42 U.S.C.
