Immigration and Naturalization Service (INS) intends to issue a
competitive solicitation for the purchase of equipment to produce
credit card-equivalent sized cards establishing eligibility for various
immigration benefits and identification. The contractor, as a single
source, shall provide all the equipment, software, initial supplies and
consumables, appropriate training, and necessary installation,
integration, and maintenance of the equipment to produce these cards.
Equipment and software related to image and text capture and storage
will not be required. The INS anticipates that card production will be
run in a continuous operation mode (24 hours, 7 days a week). The card
production process will begin with the intake of raw materials and an
interface to existing electronic INS database information systems and
will result in the production of the cards described below. The output
device must have an electronic interface to receive complete card
order information, including data and electronic images directly from
the INS software systems without human intervention. The output device
must manufacture the card, place the completed card in an addressed
envelope prepared for mailing by the U.S. Postal Service, and have
integral fully-automated audit controls that insure a completed card
goes to the correct recipient. The card must be inserted into a
pre-printed paper stock, and the card and paper stock must be inserted
into an envelope. The card manufacture and preparation for mailing
processes must be completed in a single pass without human
intervention. INS is planning high volume production of at least 4
different types of cards with combinations of different features and
different color combinations. All credit card-equivalent stock shall
include 5- part PVC card with layers that cannot be separated without
affecting integrity of the card. The middle part of the 5-part PVC card
is to be in color. Clear film laminate will be used to produce a
dual-pattern holographic overlay with INS artwork. All cards will be
printed on both sides, with multi-color printing on the front of the
card, high quality, high resolution color photographic image and
fingerprint image displayed on the front of the card with fusion dye or
equivalent printing process. Printing will also include the use of
ultraviolet inks. Additional security features shall include microline
printing with embedded codes and moray traps and the use of radio
frequency (RF) technology as part of the polyester material of the
5-layer card as elected by the Government. Additional electronic
features shall include a three- band magnetic stripe, either
2-dimensional or 3-dimensional bar code symbologies, machine readable
optical character reader-B (OCR- B), multi-color printing on the back
of the card, half-size optical strip supporting ''write-once,
read-many'' (WORM) technology, and integrated chip (IC) technologies
with the ability to encode information and read back for verification.
INS intends to produce approximately one million to four million cards
per year for the next three years. INS estimates that a range of at
least 100 to 300 cards per hour, of multiple type cards must be
supported per system for the single pass production process of the
cards. INS intends to award a Firm-Fixed Price, Indefinite-Delivery,
Indefinite-Quantity type of contract for the equipment, supplies, and
support services described herein. The Contract shall be awarded for
one year with four one-year options. INS requires the delivery of the
first system within 60 days after contract award. Additional systems,
within the base year, (up to a maximum of three) shall be delivered
within 120 days after delivery orders are issued. During the option
years, the Government may purchase up to a maximum total of 5
additional systems. Delivery schedule for the option years will be
based on the delivery schedule proposed by the contractor. The first
delivered system shall include the capability to print on a 5-part PVC
card with a dual-pattern holographic overlay, color printing of a
picture and text in the front, black and white image of fingerprint in
the front, OCR-B printing, a three-band magnetic stripe in the back,
and the ability to print address information and insert the card for
mailing in a single-pass process. The contractor will be required to
furnish consumables during the first year of the contract and limited
quantities during the option years; however, INS intends to
competitively procure consumables during fiscal year 1996 through a
separate procurement action. The solicitation will require a pre-award
live test demonstration and the evaluation of past- performance and
experience in the deployment of equivalent systems. The solicitation
will be available about the end of March/beginning of April 1995.
