Subject to final approval, the Bureau of the Public Debt intends to
acquire, on a sole-source basis through IBM Corporation the following
FIP software and maintenance thereon for a systems life through
September 30, 1997, for operation on an Amdahl 5990 Model 700 (with
future upgrades to Model 1400), running with MVS/ESA, VTAM, JES2, and
CA-ACF-2: SAA AS/Cycle COBOL/370 and SAA AS/Cycle Language
Environment/370 (LE/370). Software offered shall be compatible with the
hardware and software environment specified above and shall possess the
following salient characteristics: COBOL/370 shall support Virtual
Storage Constraint Relief (VSCR), 31-bit addressing; provide migration
support that allows development of new programs or selective
conversion to occur while using existing OS/VS COBOL II; provide
support for reentrant object code; feature support for COBOL standards
and the SAA Common Programming Interface for COBOL; provide structured
programming support; and feature enhanced subsystem support (CICS, IMS)
and interactive debugging capabilities. LE/370 shall share and reuse
code; provide callable functions and subroutines; manage storage
dynamically; share common runtime services through a common calling
interface for C/370, COBOL/370, and PL/I for MVS; perform date and time
calculations; and have an extensive set of math services. All
affirmative responses must be in writing, must be accompanied by
sufficient documentation to clearly show compatibility and compliance
to all the above requirements, and must be received within 15 calendar
days of this notice. No solicitation document is available. If no
affirmative written response is received, within 15 days after
publication of this notice, to the effect that comparable
item(s)/services is/are available, and that it is more advantageous to
the Government than obtaining these items/services through the current
