Simulation, Training and Instrumentation Command (STRICOM) has a
requirement for development, delivery, installation, test and
integration of a Radio Monitor and Control subsystem consisting of the
GFE SINCGARS/ICOM radios, as part of the National Training Center
RMCS. This SINCGARS Monitor and Control Subsystem will support two-way
digital communications between rotational units and the Core
Instrumentation Subsystem (CIS). This subsystem must be capable of
processing, time tagging, and storing radio traffic for incorporation
into After Action Review and Take Home Packages (AAR/THP). Five remote
facility sites using GFE microwave links and existing fiber optic
transmission lines will be required to provide satisfactory signal
coverage. The Operations Center, Building 988, will house the operator
workstations. Tactical Air Control System (TACS) instrumentation
personnel must be able to change frequencies, hopsets, crypto
variables, and transmission sequence at the operations center. The RMCS
upgrade must be able to monitor SINCGARS communications while it is in
the ECCM mode (frequency- hopping). Expansion capabilities for
additional engagement simulations areas which are not currently
instrumented in land expansions at NTC and future projected tactical
communications systems projected through the year 1999. Existing NTC-IS
Computer Software Configuration Items were developed and documented in
accordance with DOD-STD-2167A and MIL-STD-1815, Ada Program Language.
A facility clearance will be required. Interested and qualified

staff) 3) Past performance on Government contracts of like or similar
nature to include the Government Procuring Activity; contract number;

technical representative name and telephone number, narrative
description of the requirement; actual tasks and percentage of work
performed by your company to complete the contract requirement. Also
