134. HUD intends to issue a solicittion for research services to cover
housing finance and macroeconomics as a means of generating
information and findings on major programs and policy issues. The quick
response time to ongoing and developing policy concerns that this
research will provide will add a major dimension to HUD's ability to
perform the above responsibilities. This research will be of the
highest quality on housing finance issues of major importance for the
Department. This effort may take many forms, from primary research on
the qualitative and quantitative impacts of a proposed program on
market innovation, to an overview of the housing finance research
agenda by leading experts in the field. An example of these finance and
macroeconomic topics are: (1) Impact of FHA restructuring on FHA's role
in mortgage markets, (2) Study of new types of mortgage instruments,
(3) Study of house price appreciation rates in different types of
markets, (4) Development of interest rate projection models used in
pricing adjustable rate mortgages and mortgage-related securities, (5)
Analysis of Home Mortgage Disclosure Act (HMDA) data to identify the
roles of various market participants, (6) Study of the determinants of
mortgage default behavior, focusing on separating individual effects
from neighborhood effects, (7) Development of models for predicting
appraised values on FHA properties; and (8) Study of the determinants
of first-time homeownership. This solicitation will be available on or
