(RFI) and market survey to determine if there are any responsive and
responsible private sector offerors which are interested in providing
Technical and Analytic Support for the Office of the Assistant
Secretary of the Air Force (Acquisition) (SAF/AQ). This support will
incorporate both contracted advisory and assistance services (CAAS) as
well as Federal Information Processing (FIP) support services. The
scope of the requirement will include research and anlyses of technical
problems associated with (a) defining USAF operational requirements;
(b) analyzing proposed system changes to improve or upgrade operational
capabilities; (c) programming and budgeting for acquisition systems;
and (d) other activities necessary to accomplish tasks related to the
research, development, and acquisition of military systems. The
contractor would service five principal organizations within the Air
Staff (Directorates of Electronic & Special Programs (AQL); Fighter,
C2, & Weapons Programs (AQP); Long Range Power Projection, SOF, Airlift
& Training Programs (AQQ); Space Programs (AQS); Management Policy &
Program Integration (AQX)), as well as that of the Joint Advanced
Strike Technology (JAST) Program Office. NOTE: DUE TO THE ORGANIZATIONS
THAT WOULD BE SUPPORTED BY A REQUIREMENT AS DESCRIBED ABOVE, AND THAT
REQUIREMENT'S NATURE; ANY OFFERORS WILL BE REQUIRED TO PROVIDE A
CONFLICT OF INTEREST STATEMENT CERTIFYING THAT THE OFFEROR HAS RECUSED
ITSELF FROM PARTICIPATING UNDER ANY CONTRACTS OR PROGRAMS THAT MAY BE
ADDRESSED IN PERFORMANCE OF SAID REQUIREMENT. At this time, the
Government has no firm requirement for this acquisition. THIS IS A
REQUEST FOR INFORMATION AND MARKET SURVEY ONLY. The Government will use
the information obtained from this notice to understand the
capabilities of the marketplace. All interested parties should provide,
at no cost to the Government, full descriptive literature demonstrating
their capabilities to provide the above requirements within 21 days
after publication of this notice. To be considered capable, parties
must demonstrate the following: (1) general knowledge of/experience
with performing the types of tasks shown above for staff or other high
level military directorates; (2) past/current performance as it
pertains to relevant experience in conducting research and analytical
services such as those described on a large scale; and (3) corporate
capabilities in the areas of research, technical, engineering,
analytic, modelling, and archinving support for those types of services
described above. Request that any literature provided be limited to
twenty (20) pages; contractor format acceptable. All of the literature
provided in response to this synopsis will become property of the
Government and will not be returned. It is anticipated that a draft
solicitation will be issued for any resulting requirement. Interested
offerors may request to be included on the source list for that draft
document by providing a written request to the above address, noting
the title of this synopsis. Facsimile requests will not be accepted.
