Specialist 617/494-2380. The DOT Volpe Center National Transportation
Systems Center intends to negotiate with Rand McNally-TDM Inc. on a
non-competitive basis for expansion of the software license of an
existing Federal Government Micro-MileMaker system to include the
General Services Administration. The authority for this action is 40
USC 759(g), as amended. The acquisition includes a license to the
Micro-MileMaker system and a Unix Resident MileMaker, and annual
license renewal and system maintenance for Federal Government
MileMakers for four (4) years. The Department of Defense currently uses
the Household Goods mileage data contained in the MileMaker as part of
its traffic management software systems and Standard Tender of Freight
Services. The General Services Administration has a similar requirement
within its traffic management systems and its Standard Tender of
Service. Rand McNally publishes Household Goods mileages in its
copyrighted Household Goods Carriers Bureau Mileage Guide No. 16 and
the U.S. Government Mileage Guide No. 3. The Rand McNally MileMaker
system is the only known system containing Guide No. 16 and U.S. Guide
No. 3 Household Goods mileage data. All responsible sources may
respond to the synopsis and all responses will be fully considered by
the agency. No contract award will be made on the basis of
offers/proposals received in response to this synopsis since this
notice is not a request for offers/proposals. See Numbered Note 22. For

Department of Transportation (DOT), Office of Small and Business and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
