HCP-30A, (202) 366-4215 The FHWA anticipates awarding two cooperative
agreements which deal with the increased expansion of the LTAP
technology transfer program to the American Indian Tribal Governments.
The objectives of the effort are: (1) To enhance an already
established program, in selected states for transferring technology to
American Indian Tribal Governments, (2) To improve communication on
technical transportation issues between FHWA, SHTA's, tribal
governments, local agencies, and universities, (3) To encourage
implementation of effective procedures and technology at the tribal
level, (4) To provide training and assistance in Public Law 93-638,
contracting for tribal governments and contractors including
self-governance compacts, and (5) To provide training and assistance in
transportation planning, development of recreational travel and
tourism, and related economic development. Competition for these
cooperative agreements is limited to existing T2 Centers, Colleges, and
Universities. All responsible, existing T2 Centers, Colleges and
universities may submit a proposal which will be considered by FHWA.
The period of performance is 60 months. The due date identified above
is the approximate due date for receipt of proposals. To receive a copy
of the solicitation, submit a written request to the address above. To
expedite the request, please furnish two self-addressed gummed labels.
The solicitation number should appear on the bottom edge of the labels.
NOTE: The Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportaton- related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
