C -- ARCHITECT-ENGINEER (A-E) SERVICES, MISCELLANEOUS DESIGN SERVICES, MALMSTROM AFB MT SOL F24604 95 R0001. Contact Ms Jan Hofer, (406) 731-40C7, Contract Administrator; Mr Russell A. Description of Project: Architect-Engineer (A-E) Services are required for design of miscellaneous operations and maintenance projects and supporting services at Malmstrom AFB MT. An open-ended, firm-fixed price contract will be issued for a period of one year, with the option for one additional year. Projects will be issued to the A-E firm by delivery orders placed against the awarded contract. The total amount of individual delivery orders issued during the basic year shall not exceed $400,000, nor shall it exceed $400,000 during the one-year option period. Design services will be in conjunction with minor remodeling and maintenance projects, including preparation of drawings and specifications. Various types of A-E services such as, investigation, inspection, reports, and cost estimates may also be required as relates to the project design. Independent testing services may also be required as the need arises. Projects will require primarily the mechanical and electrical disciplines with support from the architectural and civildisciplinesas needed on specific projects. A minimum of $5,000 in fee work will be issued under the resulting contract. A firm-fixed price indefinite delivery/indefinite quantity contract will be utilized. The estimated award date is April 1995. Significant selection criteria, in relative order of importance include: (1) Experience: Firm can demonstrate recent expertise in the area of this design by referencing successful completion of at least two projects of similar scope and description within the past two years; (2) Capability. Firm has adequate available staff with project specific experience to ensure successful design results within the specified performance period; (3) Location. Firm has primary design staff within eight (8) hours driving time of Malstrom AFB MT; (4) Prior DOD Awards. Firms with little or no DOD awards in the past three years will be rated higher than firms with several such awards during the same period; (5) Dollar Value of Prior DOD Awards. Firms that have lower dollar values of DOD awards during the past three years will be given a higher rating than those having higher dollar awards, and: (6) Excellence of Work. Firms can demonstrate, by letters of reference or awards, recent specific excellent results in design and construction for similar projects. A-E firms which meet the requirements described in this announcement are invited to submit a completed Standard Form 254 and Standard Form 255, U.S. Government Architect-Engineer Qualifications, to the office identified in this announcement. Firms responding by the close of business on 30 March 1995 will be considered. No other general notification to firms under consideration will be made and no further action is required. This is not a request for proposal. The proposed acquisition listed herein is open to both large and small business concerns. Standard Industrial Classification Code (SIC) 8712 applies. See Note 24.
