C -- INDEFINITE DELIVERY CIVIL DESIGN AND ENGINEERING SERVICES, NAVAL AIR STATION/NAVAL AIR WARFARE AIRCRAFT DIVISION, PATUXENT RIVER, MARYLAND SOL N62477-95-D-3035. The Officer in Charge/Officer in Charge of Construction is currently seeking sources for civil/structural design and engineering services with supplemental multi-disciplne engineering support to perform engineering services, prepare engineering studies, concepts and designs including the development of plans specifications and cost estimates for competitive bidding or negotiated procurement for various projects at the Naval Air Station/Naval Air Warfare Center Aircraft Division, Patuxent River, MD; Naval Air Station, Solomons Annex, Solomons, MD; and NAWC-AD, MD., and other remote outlying facilities. Civil/structural work includes: site development, utility design, rigid and flexible pavements for runways, roads and parking areas, traffic analysis and design, coastal engineering and waterfront structures, structural evaluation anddesign, environmental testing, analysis, design and permits, fuel storage and distribution, geotechnical services and design, materials testing, surveying services, construction management, sediment and erosion control and storm water management design and permitting as outlined by the State of Maryland. The estimaed construction cost of a typeical project is between $50,000.00 and $1,000,000.00. The contract will be for an indefinite delivery type where orders will be placed on or ``as needed'' basis intermittently for a period of time which shall not exceed 12 months or $250,000.00 whichever comes first. Individual fees for any one project may not exceed $99,000.00. The proposed contract will contain an option to extend the contract for an additional period of one year. If exercised, the A-E will receive official notice at least 60 days prior to the end of the first year. Each project will be a firm fixed price A-E contract. The guaranteed minimum for the basic award is $12,500.00. The estimated award date is June 1995. Selection evaluation criteria will include: (1) Recent specialized experience of the firm in civil/structural design and services with supplemental multi-discipline engineering support; (2) Specialized experience of the firm in civil/structural design and services; (3) Professional qualifications of the firm and staff proposed for perfomance of the projects; (4) Capability to accomplish projects within required time; (5) Location of the firm in the general geographic area of the project to be assigned, provided an appropriate number of qualified firms respond therein; (6) The firms Quality Control program and practices; (7) Firms shall have SPECINTACT and a CADD system compatible with AutoCADD; (8) Experience developing design-built performance based construction contract documents. Each firms past performance(s); and performance ratings will be reviewed during the evaluation process and may effect the selection outcome. Architect-Engineer firms which meet the requirements listed in this announcement are invited to submit a completed Standard Forms 254 and Standard Forms 255, U.S. Government Architect-Engineer qualifications, to the office shown above. Site visits will not be arranged during the advertisement period. This proposed contract is being solicited on an unrestricted basis. Interested firms are requested to include telefax numbers, the Contractor Establishment Code (CEC)/formally the DUNS number, and the Taxpayer Identification Number (TIN) on the SF255 and SF254 in Blocks 3a and 1, respectively.
