Articles in the chemical kinetics literature containing significant chemical kinetic data, rate constant evaluations, or chemical concentration data on numerous chemically reacting systems shall be compiled, abstracted and evaluated. The final work product shall be an electronic file containing all of the data, comments, and references used in the evaluation. In addition, for each reaction the Contractor shall provide a summary of the recommended rate constants and thermodynamic functions for that reaction as well as a full explanation for the values chosen. The Government anticipates award of a firm-fixed price contract, FOB Destination, with a period of performance of one year from date of award, with two one-year options.
