A -- HYBRID WARHEAD CONCEPT SOL DAAE30-95-R-0055 POC Sandy Chisholm, email=schishol, Contract Specialist, 201-724-4109. The US Army has a requirement for a Hybrid Warhead Concept to demonstrate warheads capable of defeating advanced armor targets. The effort includes modeling, designing, manufacturing, testing and analyzing advanced chemical energy warheads against Government-selected armors for an adequate evaluation of the hybrid warhead concept. The contractor must have extensive experience with hydro codes used in the analysis of warhead development. The contractor must also have access to database information generated under contract DAAH01-92-C-R387 and be capable of applying that information in their development of the required concept. Target assessment, analysis of a previously generated database, design iteration, test and analysis and demonstration tests will be required. This concept will use warhead diameters ranging from 60mm to 140mm. A range of candidate hybrid designs shall be generated with the capability to defeat the applique plus base armor. The candidate designs shall be separated into four broad warhead configurations: unitary, precursor, main charge and tandem. Modeling tools shall be used to produce initial hybrid warhead designs that are predicted to give the desired hybrid jet characteristics. Demonstration tests against special targets shall be used to determine acceptable designs. Deliverable units will be required for acceptable design configurations. RFP DAAE30-95-R-0055 will be issued approximately 30 days after the date of publication of this notice. Pending J&A approval, it is anticipated that this procurement will be issued on a sole source basis to Hunting Engineering, Ltd., Ampthill, Bedfordshire, England, under the authority of FAR 6.302-1 (a)(2)(iii), in order to avoid substantial duplication of costs which would not be recovered through competition.
