announces availability of the Broad Agency Announcement (BAA) for the
FY95 Department of Defense Infrastructure Support Program for
Historically Black Colleges and Universities and Minority Institutions
(HBCU/MI). The BAA describes a new program based on supplemental
funding received by the Department for FY95. Proposals are solicited to
establish centers of excellence for science, mathematics, and/or
engineering education. A center may be at a single site or at multiple
sites in a consortium of HBCUs and MIs under a single management
structure. Eligibility to receive a grant under this program as the
lead HBCU or MI is restricted to those institutions which do not offer
advanced degrees (e.g., Master's or Doctorate) in science,
mathematics, and/or engineering. Approximately $7.8 million will be
awarded competitively through grants ranging from $2 million to $7.8
million for periods of up to five years each. One to three awards are
planned. Future funds are not anticipated for extensions or expansions
of these grants. The BAA solicitaion contains additional information
on the program and instructions for proposal preparatin and submission.
Proposals must be submitted no later than 4:00 p.m. Eastern time, June
