seeking proposals for exploratory and applied scientific research. The
purpose of this announcement is to augment our Broad Agency
Announcement, NRL-SSC BAA 95-1, issued on 1 December 1994 by adding the
following topic: OCEANOGRAPHIC REMOTE SENSING - NRL is investigating
innovative approaches in extracting geophysical parameters from remote
sensors over coastal and open ocean areas. Derived parameters include,
but are not limited to, the relationships, surf characteristics,
intensity modulation transfer function, and wave damping due to natural
or man-made slicks. A critical element in this activity is the ability
to verify and validate theory and applied algorithms initiated by NRL,
the proposer, or a third party that the proposer is collaborating with.
NRL is interested in proposals for basic and applied research which
will further an understanding of physical oceanography, supported by
sea truthing activities. Proposers may respond to one or more areas of
interest, or may propose clearly related investigations, however, each
area requires an individual and complete proposal which will be

Solicitation BAA 95-1 which is in effect until 30 November 1995. The
General Solicitation describes all research topics and proposal
preparation requirements for NRL-SSC's BAA. Written requests are

601-689-8960. Interested parties may request return shipment via
express courier. These shipments will be at the requesting parties
expense, therefore, the name of the courier and a current account
number must be included in the written request. Some contracts awarded
as a result of this announcement may include options as defined in FAR
17.200 and/or may be awarded using the DoD Streamlined Research and
Development (R&D) Contracting Procedures - Test, as defined in DFARS
