Negotiator, Kent E. Dodd, Contracting Officer. The 67th Support
Squadron Contracting Flight intends to issue a solicitation for the
purchase of an Optical Character Recognition system made up of the
following integrated components: Item 0001 Calera MM2400 system (or
equal) with Calera M Series Professional Software system (or equal).
The system shall meet the following minimum characteristics: 1. Shall
recognize fonts from 6 to 28 point either monospaced or proportional,
ad nonstylized fonts including typewritten, typeset, laser-printer,
draft dot matrix. 2. Shall recognize the complete page including bold,
italic, underscore, paragraphs, tables, lists, headers, footers, and
columns. 3. Shall provide, as a minimum, Word Perfect, MS Word,
Wordstar, ASCII, Lotus, Excel, and Quattro Pro compatible files from
scanned documents. 4. Shall recognize text and images in one pass. 5.
Shall support recognition of fax transmission directly from image
files. 6. Shall be capable of deferring the recognition from scanned
documents until a later time. 7. Shall include a verification editor
that shall highlight suspect characters and words. 8. Shall include a
built-in dictionary that can be customized. 9. Shall allow the user the
ability to preview a page zone of text and graphics areas. 10. Shall
allow the automatic document feeder (ADF) to be loaded with multiple
documents, separated by a blank page, with each document written to a
separate file. 11. Shall be capable of page rotations of 90, 180, and
270 degrees. 12. Shall provide a method for tracking progress of a job
during processing. 13. Shall include a separate software developer's
tool kit to allow the user to customize scanning and recognition
applications into the government's environment. Item 0002 Fujitsu 3093E
Flatbed Scanner with automatic document feeder system (or equal); with
the following minimum characteristics: 1. Shall be compatible with the
OCR system. 2. Shall include an automatic document feeder (ADF) which
shall hold a minimum of 50 sheets. 3. The ADF shall be adjustable for
various paper widths. 4. Shall support flatbed operations. 5. Shall
support paper sizes from 3'' x 5'' to 8.5'' x 14''. 6. Shall allow a
skew of at least plus/minus 2 degrees. 7. Shall be capable of scanning
an 8.5'' x 11'' page in a minimum of 4 seconds. 8. Shall have an input
resolution of 300 dpi. 9. Input resolution from external scanners shall
be variable in the range from 75 dpi to 300 dpi. 10. Shall be capable
of output resolutions of from 25% to 100% of the input resolution. 11.
Shall support image formats of uncompressed, CCITT group 3 or 4,
compressed, PCX, PICT and TIFF as a minimum. 12. Shall recognize at
least 2400 characters per second with 99% accuracy when scanning high

Kofax 7300 Card with 3MB Memory and cabled system (or equal); Item 0006
System Documentation; Item 0007 Systems Installation; Item 0008 System
Training, 6 hours for 10 persons; Item 0009 Six month warranty. An
on-site demonstration will be required for those offerors offering
``equal'' items. As these items are being purchased for use in
cryptologic activities related to national security, the Nunn-Warner
Amendment (Public Law 97-86) is applicable. Only written or faxed
