66 -- PROVIDE AND INSTALL AN AUTOMATED METAL ANALYZER FOR WASTE STREAMS SOL DACA88-95-R-0016. DUE 050195. Contacts: Contract Specialist, Rita Hyer (217)373-7280; Contracting Officer, Ms. Deloras J. The US Army Construction Engineering Research Laboratory (USACERL) requires an Automated Heavy Metal Analyzer (HMA) for Waste Streams to be delivered and installed at the Wastewater Treatment Facility in Watervliet Arsenal, New York. The HMA shall be capable of continuous operation, data display and two-way communication with the master program (provided by the Government), and shall also be capable of stand alone operation. It shall provide analysis of twelve different metals in the subparts per million (ppm) concentration as specified by the Government with the flexibility for future expansion to analyze additional metals. The controller shall be a 486 PC, speed of 100 Mhz, 32 Mbyte RAM, 500 Mbyte storage, with an Ethernet card and a high resolution color graphics monitor. Software shall be developed to perform instrument control, data acquisition, manifold control, flow sensor readings, instrument diagnostics, data output, data display, and alarm triggering. In addition, the Contractor shall provide all necessary corrosion resistant piping and a manifold system consisting of a valve array, pumps, reservoirs, filters, a hydrostatic head, manual sample port, a diversion valve and alarms as specified in the solicitation. Complete installation including venting, water lines, analytical gases, and electrical connections shall be provided along with a service manual and training to installation personnel on optimum operation, routine maintenance troubleshooting and repairs on the equipment. A standard manufacturer's warranty shall also be included. The Government requires delivery, installation, startup, and training on the equipment to be provided by 30 Sep 95. Request for Proposal (RFP) No. DACA88-95-R-0016 will be issued on or about 28 Mar 95 with the closing date on or about 1 May 95. Award will be made to the lowest responsible offeror who demonstrates the capability to meet all requirements described in the solicitation and provide installation and training within the delivery schedule required by the Government. Two samples, including simulated influent and effluent wastes, will be provided to all offerors requesting the solicitation, and the Contractor analysis of the samples will be used to evaluate capability to meet the Government requirements. Submissions shall be in accordance with the RFP and all qualified sources may apply. Multiple awards will not be made under this solicitation.
