Warfare Center Aircraft Division intends to procure Phase II of the
Universal Jet Air Start Unit (UNIJASU) Program. The UNIJASU is a piece
of Navy support equipment that supplies compressed air used to start
the engines of US Navy and US Marine Corps Jet Aircraft. Phase I of
this program consisted of the ''Best Value'' selection of two
contractors to perform the preproduction and testing effort. Due to the
unit's required performance capability, and the unique duty cycle of
the UNIJASU, the testing effort required was intensive, including
Preliminary Engine Qulification Testing, Limited Production Engine
Qualification Testing, Reliability Development/Growth Testing, and Unit
Qualification Testing. The testing was performed over a period of 1 1/2
years. The two awardees of the Phase I effort were Allied Signal Inc.,
Allied Signal Engines of Phoenix, Az; and the team of Textron Lycoming
(now Allied Signal Inc., Allied Signal Engines) of Stratford, Ct, and
Tiernay Turbines of Phoenix, Az. The three-year Phase I effort has now
been completed. The solicitation of Phase II will result in the
downselect to one ''Best Value'' UNIJASU design, for award of the Phase
II contract for production UNIJASUs. The selection will be based upon
factors which includes the results of the Phase I effort, proposed
correction of any failures, proposal for the Phase II effort in
accordance with specifications, pricing, and life cycle cost analysis.

Naval Air Warfare Center Aircraft Division intends to conduct this
procurement on the basis of Other Than Full and Open Competition under
the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1.
Any firm other than Phase I awardees wishing to participate in Phase
II will be required to provide data as required by Phase I of the
program for evaluation by the Government, including evidence of
completion of all Phase I testing. If you believe you are a responsible
source, you may submit a proposal for this effort which may be
considered by the Government in determining whether to conduct a
competitive procurement. A determination by the Government not to open
the requirement to competition based upon the responses to this notice
