in advance of a Request for (roposal (RFP) for the purpose of obtaining
qualified sources. The Space and Missile Systems Center (SMC) Satellite
and Launch Control Systems Program Office require{ tasks to be
performed in the area of systems engineering and integration of the Air
Force Satellite Control Network (AFSCN). This requirement was
originally identifiedPby SMC/CW in an industry briefing on 6 Dec 94
concerning future development, sustainment, and integration efforts for
the AFSCN. At the industry briefing SMC/cW announced that its
acquisition strategy for upgrading and improving the AFSCN will involve
five separate contracts, one each for CCS sustainment, CCS development,
Range qnd Communications sustainment, Range and Communications
development, and Network integration. The following synopsis is only
for the Network Integration Contract. the activities will include
analysis of Air Force Space Command and other user's documented network
requirements, defining the AFSCN's future architecture, network
planning to include roadmaps for development plans, network integration
to include the control of interfaces between the AFSCN and external
satellite agencies andPthe updating of the AFSCN A-Spec, site
integration at the nine globally located Remote Tracking Stations and
the two control nodes located at Onizuka Air St Falcon Air Force Base
which requires the real-time facilitation of modifications installed by
the development directorates, and establishment of conf9guration
management policy. The estimated period of performance is five years
based on a one year contract with a series of four one-year options.
The type of contra3t contemplated is cost plus. The tasks involved will
require the contractor to provide quick response and to have close
connection with the Satellite and Launch Control Systems Program Office
(SMC/CW) and its other supporting contractors, as well as other AFSCN
organizations and their supporting contractors located at or near`Los
Angeles Air Force Base, CA., and Falcon Air Force Base, CO. The Network
Integration Contract (NIC) is considered a new start contract without
any incumbents. All Inter3sted qualified sources, large and small, are
invited to submit an unclassified Statement of Capabilities (SOC),
that includes the level of subcontractingPcontemplated and your role as
a prime or subcontractor, not to exceed ten pages in length within
fifteen days of publication of this synopsis. Standard brochuresl if
directly applicable, are acceptable and do not count against the ten
page limit (please include three self-addressed envelopes which are at
least 11'' X 13'' inPdimension, suitable for mailing sizable
documents). The SOC must clearly demonstrate the source's ability to
cover substantially all of the following areas: 1) experience in
performing tasks in areas similar to those tasks described above
on-time and within budget, 2) good commercial practices for the
administration, contr?l, and performance of contractual requirements,
and 3) relevant recent satellite control activities similar to those
tasks described above. Due to the highly c7mplex nature of the contract
effort and the large number of skills required to perform the various
tasks, prime-subcontractor and teaming arrangements are ewcouraged.
SMC/CW anticipates use of an Organizational Conflict of Interest (OCI)
provision which will preclude the awarded contractor for the NIC from
competing for qny future AFSCN contracts to include the Range and Comm
Development Contract. The OCI provision will contain three exemptions:
1) A contractor can be awarded bothPa development and/or a sustainment
contract and the integration contract, if the contractor can
demonstrate to the satisfaction of the Air Force that the separate P
and distinct parts of the company exist with completely separate
business/profit centers, 2) A contractor who already has one of the
existing AFSCN prime contracts or is a subcontractor on one of the
current prime contractors will not be excluded merely because of this
precondition for bidding for and being awarded either d3velopment,
sustainment, or the integration contract, 3) A contractor can
participate as a lower level vendor or subcontractor with a very
specialized role in either revelopment or sustainment contract and
still be awarded the AFSCN integration contract as long as the level of
vendor involvement or specialized support is so minor :hat the
contractor's involvement does not have any influence or impact on the
development of AFSCN requirements or assignment of work amongst the
various associate contract. Companies bidding on this contract must be
U.S. based, and personnel supporting this contract must have a Secret
clearance. Several contractor personnel are requir3d to have a recent
favorable Special Background Investigation. The contractor will be
required to establish, at contract award, facilities in the local area
of`Los Angeles Air Force Base, CA., Onizuka Air Station, CA., and
Falcon Air Force Base, CO. One of the three facilities must be have a
Top Secret facility clearqnce. The contractor will be required to
provide representatives at the RTSs and control nodes to facilitate the
installation and checkout of modifications. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the Program Director or
Contracting Officer, but to communicate contractor concerns, issues,
disagreements, and recommenrations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman roes not
participate in the evaluation of proposals or in the source selection

does not depend upon a response to this notice. A draft RFP is
anticipated to be issued for industry commentPin July 1995. The final
RFP is anticipated for release in September 1995 with receipt of
proposals made within 30 days. The anticipated date of contract award
is March 1996. Information herein is based on the best information
