provide all plant, labor (to include collection of water samples from
monitoring wells and stormwater drainage ditches as specified), pickup
of sample submittals (at building 1210, or at building 4301 Room 13,
Fort Lewis, as determined by the Contractor prior to pickup),
transportation (to include sample pickup as specified), equipment and
material (to include all sample bottles with appropriate preservatives)
necessary to perform analysis on samples of water, wastewater, liquids,
sludge, soils, solids, air and other nonhomogeneous mixtures required
for environmental monitoring at Fort Lewis, Washington. Environmental
data generated by the contracting laboratory will be used to make
regulatory and programmatic decisions. This data must be scientifically
valid and legally defendable. The Army policy is to follow U. S.
Environmental Protection Agency (EPA) procedures unless otherwise
specified. The contractor shall submit requests for variances from the
EPA procedures directly to the EPA and furnish copy of EPA approval to
the Contracting Officer. The government may at any time during the
duration of the contract, add new requirement items that are within the
scope of this contract resulting from regulatory changes or unforeseen
need of the Government. The unit prices for the added items will be
negotiated at the time of the contract modification. Contract consists
of Base Period (1 October 1995 - 30 September 1996) with three one-
year option periods. This is a total requirements type contract and
delivery orders will be issued against this contract. The proposed
procurement listed here is being considered for 100 percent set-aside
for small disadvantaged business (SDB) or small business (SB) concerns.
Interested SDB and SB concerns should, as early as possible but not
later than 15 days of this notice, indicate interest in the acquisition
by providing to the contracting office above, evidence of capability to
perform and if an SDB, provide a positive statement of eligibility as
a small socially and economically disadvantaged business concern. If
adequate interest is not received from SDB or SB concerns, the
solicitation will be issued as unrestricted without further notice.
Therefore, replies to this notice are requested from all business
concerns as well as from SDB and SB concerns. Small disadvantaged
business concern means a small business concern that is at least 51
percent unconditionally owned by one or more individuals who are both
socially and economically disadvantaged, or a publicly owned business
that has at least 51 percent of its stock unconditionally owned by one
or more socially and economically disadvantaged individuals and that
has its management and daily business controlled by one or more such
individuals. This term also means a small business concern that is at
least 51 percent unconditionally owned by an economically disadvantaged
Indian tribe or Native Hawaiian Organization, or publicly owned
business that has at least 51 percent of its stock unconditionally
owned by one of these entities, that has its management and daily
business controlled by members of an economically disadvantaged Indian
tribe or Native Hawaiian Organization, and that meets the requirements
of 13 CFR 124. Socially disadvantaged means individuals who have been
subjected to racial or ethnic prejudice or cultural bias because of
their identity as a member of a group without regard to their qualities
as individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceding three fiscal years not in excess of $5 million. SIC Code:
