Systems Center, SMC/PKDG, seeks to identify contractors interested in
competing for the Engineering and Construction Support Contract (ECSC).
The ECSC will provide civil engineering program management/ project
management/ funds management, general engineering, design, analysis,
environmental compliance support and construction services to provide
time critical, mission essential support of space/satellite ground
systems and sub-systems for various Programs supported by the Air Force
Space and Missile Systems Center (SMC). A limited engineering staff
shall be established and located within the Government facilities at
Buckley Air National Guard Base, Colorado. A separate home office shall
be located within a 50 mile radius of Buckley. The home office shall
house a full-time core engineering staff, general management and
administration for the contract. Additionally, performance will be
required at a less definitive level at Vandenberg AFB,CA, Cape
Canaveral Air Force Station, FL, and miscellaneous remote sites
world-wide. ''On-call'' services (within 24 hours) to perform
preliminary requirements assessment/ analysis, may be required at any
location worldwide. The Prime Contractor is anticipated to expend
approximately 15,500 manhours annually, in the performance of
level-of-effort tasks for A-E services. These A-E services shall be
furnished on a Cost Plus Award Fee basis and include such tasks as:
developing design requirements, factfinding studies/analyses, surveys,
investigations, environmental projects, program management, project
management, funds management, construction project management, and
subcontract management. Included in the contract will be additional,
and separate, line items for the Prime Contractor to procure
subcontract effort for Architect-Engineering Services (Title I and
Title II), and construction Services. The resulting subcontracts shall
be Firm Fixed Price, Indefinite Quantity/ Indefinite Delivery,
contract types, as necessary. The Prime Contractor shall earn
additional award fees based on their performance in administering and
procuring subcontracts, and performance by the subcontractors. The
anticipated period of performance of the basic ECSC contract is 1 Sep
95 through 30 AUG 96, with four one-year options. The estimated value
of a 5 year effort is $24Million. A Conflict of Interest Clause will be
included in the ECSC contract prohibiting the primary ECSC contractor
from participating (directly or by separate organizational element) in
the effort on either the A-E Title I/II or construction project line
items. Interested firms are required to have experience in managing a
significant volume of A-E and construction projects simultaneously,
performing program/ project/ funds management of diverse civil
engineering projects in a U.S. military working environment, experience
in managing/ performing A-E and/or construction in a space environment
including launch complexes, space launch processing facilities,
satellite tracking, command and control facilities, and other
miscellaneous space launch and support facilities, where efforts cannot
be supported by base civil engineering and base contracting on an
exigency basis. The firm selected must be able to provide engineers
licensed (whose license is honored in the state of Colorado) in
mechanical, civil, structural, environmental and electrical, and
capable of obtaining SECRET security clearances. A-E firms wishing to
be considered must request a copy of our qualification package and
submit it, along with a completed Standard Form 254 and Standard Form
255, to HQ Space and Missile Systems Center/PKDG (AFMC), 2420 Vela Way,
Suite 1467, Los Angeles AFB,CA 90245-4659. The area and radius of firms
to be considered shall be within the Continental United States. The
estimated construction cost range is between $10M and $15M. Small
Business with the capability to provide the above requirements are
encouraged to participate. Responses to this announcement shall be made
via Express Mail or Certified Mail and must be received within 30
calendar days from date of publication of this announcement to be
considered for selection. THIS IS NOT A REQUEST FOR PROPOSAL. No
solicitation documentation exists and no telephone inquiries will be
accepted. A draft RFP is anticipated to be available about 31 Mar 95.
